A. AUTHORIZE THE TOWN MANAGER TO EXECUTE A
CONSTRUCTION CONTRACT WITH WATERPROOFING ASSOCIATES
IN AN AMOUNT NOT TO EXCEED $66,888.
B. AUTHORIZE STAFF TO EXECUTE FUTURE CHANGE ORDERS TO
THE CONSTRUCTION CONTRACT AS NECESSARY IN AN AMOUNT
NOT TO EXCEED $5,000.
RECOMMENDATION
1. Authorize the Town Manager to execute a construction contract with Waterproofing
Associates in an amount not to exceed $66,888.
2. Authorize staff to execute future change orders to the construction contract as necessary in an
amount not to exceed $5,000.
BACKGROUND
The Town's adopted FY 2011/12 - 2015/16 Capital Improvement Program (CIP) Budget
designates funding for various infrastructure repair and replacement projects. This is consistent
with the Town's goal to improve the quality of the Town's facilities. The replacement of the Los
Gatos Adult Recreation Center roof has been identified as one of the CIP projects.
The Los Gatos Adult Recreation Center building is located at 208 East Main Street, across the
parking lot from the Civic Center. The roof of this building is more than 15 years old, and is in
need of repair. Last year, the roof was patched in multiple locations as a preventative measure;
however, these repairs were only a temporary fix. In November 2011, staff secured the services
of a roofing consultant to assess the current state of the roof and determine the extent of
repairs needed. This assessment revealed that there are three areas where a complete removal
and replacement of insulation and roof material is necessary. The remainder of the roof can be
resurfaced.

DISCUSSION
This project will restore the Adult Recreation Center roof. This includes removal and
replacement of three designated roof sections and resurfacing of the balance of the roof area.
Staff solicited bids from four local companies authorized to perform work on Tremco roofing,
the current roof installed on this facility. Staff solicited bids from four roofing construction
companies for this project. On January 4 2012, three bids were received as follows:
• Waterproofing Associates $66,888
• ALCAL Specialty Contracting, Inc. $98,490
• Alliance Roofing $95,621
• Legacy Roofing Company No bid received
After tabulation and review of the bid results, staff has determined that Waterproofing Associates
is a responsible entity and that its bid is most responsive to the Town's informal bid process.
CONCLUSION
Staff recommends that the Town Council authorize the Town Manager to execute a construction
contract with Waterproofing Associates in an amount not to exceed $66,888. It is further
recommended that the Town Council authorize staff to execute future change orders to the
construction contract as necessary in an amount not to exceed $5,000.
ENVIRONMENTAL ASSESSMENT
This is a project as defined under CEQA but is Categorically Exempt (Section 15301c). A Notice
of Exemption will not be filed.
FISCAL IMPACT
There are sufficient funds available for this project as demonstrated in the fiscal table on the
following page.
