ACCEPT GRANT FROM THE STATE OF CALIFORNIA OFFICE OF TRAFFIC SAFETY IN THE AMOUNT OF $103,975 TO SUPPORT PEDESTRIAN AND BICYCLE SAFETY AWARENESS PROGRAMS AND INITIATIVES. B. AUTHORIZE GENERAL FUND BUDGET ADJUSTMENT RECOGNIZING AN INCREASE IN FY 2011/12 POLICE OPERATING GRANT REVENUE IN THE AMOUNT OF $103,975 AND AUTHORIZE A $103,975 EXPENDITURE APPROPRIATION INCREASE TO POLICE OPERATING GRANT PROGRAM ACCOUNT 4808. RECOMMENDATIONS 1. Accept a grant from the State of California Office of Traffic Safety in the amount of $103,975 to support pedestrian and bicycle safety awareness programs and initiatives. 2. Authorize General Fund budget adjustment recognizing an increase in FY 2011/12 Police Operating Grant Revenue in the amount of $103,975 and authorize a $103,975 expenditure appropriation increase to Police Operating Grant Program Account 4808. BACKGROUND & DISCUSSION Pedestrian and bicycle alternatives to vehicular traffic is a priority in the Town of Los Gatos. The community already has a high number of bikers and pedestrians due to the Los Gatos Creels Trail and various other bicycle and foot paths, The community supports and encourages the use of green alternatives to transportation and is embarking on a Council - directed consideration of "Complete Streets" to encourage a variety of forms of transportation. Due to the Town's rising focus on and utilization of pedestrian and bicycle alternatives, staff sought a grant from the Office of Traffic Safety which would support additional directed enforcement by patrol officers and also increase various programs to educate the public about bicycle and pedestri=,&,& trans on d safe) PREPARED BY: a A ®a e .... ,�..,..�.�.,... row... �... �.... .�..,. *.......�.�:.,.:...�..... Assistant Town Manager Town Attorney � Finance C\Docurnents and Settings \swalpole \Desktop \OTS GRANT BUDGET ADJUSTMENT AWARD.docx PAGE 2 NOVEMBER 17, 2011 MAYOR AND TOWN COUNCIL SUBJECT: STATE OF CALIFORNIA OFFICE OF TRAFFIC SAFETY GRANT The grant will pay for programs to be conducted at schools and within the community to educate and increase the safety of all persons. Elementary schools will be a strong focal point as well as diversion programs for helmet violators. Patrol Officers will work with the schools and public on Safe Routes to School and Operation Safe Passage. Officers will also provide positive reinforcement through diversion programs and courtesy citations. It is hoped that education, enforcement, and community outreach will provide a basis that will likely increase public awareness and safety for pedestrian and bicycle use. CONCLUSION Staff recommends that Council accept the grant from the State of California Office of Traffic Safety in the amount of $103,975 to support pedestrian and bicycle awareness programs and initiatives and authorize a General Fund budget adjustment recognizing an increase in FY 2011/12 Police Operating Grant Revenue in the amount of $103,975 and authorize a $103,975 expenditure appropriation increase to Police Operating Grant Revenue Program Account 4808. FISCAL IMPACT A budget adjustment will be made to the General Fund that will recognize an increase of $103,975 in grant revenue as well as an expenditure appropriation increase to the Police Operations Grant Program Account 4808.
