THE ROBERTS ROAD BRIDGE RECONSTRUCTION PROJECT AND
AUTHORIZING STAFF TO ADVERTISE FOR BID
RECOMMENDATION:
Adopt a Resolution approving plans and specifications for the Roberts Road Bridge
Reconstruction project and authorizing staff to advertise for bid.
BACKGROUND:
The Roberts Road Bridge, which crosses Los Gatos Creek, was built in 1918. The design of this
bridge was in accordance with the engineering standards and requirements of the early 1900's.
However, as it stands today, the bridge does not comply with today's modern engineering
standards regarding structural integrity and seismic design. Caltrans conducted an inspection in
2004 and identified cracks and other structural damage in various areas of the bridge, including
the piers, roadway slab, and rails. Reinforcing steel is also exposed in several locations which is
rusting and continues to deteriorate. There has been significant deterioration of the center pier
and the abutments due to water erosion as well. This erosion has increased measurably in recent
years, as described in subsequent bridge inspection reports.
The Roberts Road Bridge project has been discussed at three previous Town Council meetings,
most recently on December 5, 2005. At that meeting, the Council approved a recommendation
to replace the bridge with a new structure that meets current safety design standards and
authorized staff to apply for grant funding from Caltrans for this project. Funding was secured
from Caltrans on March 19, 2007, for the design phase of the project.

Since spring 2007, Town staff and the consultant design team have been collaboratively working
with residents, Caltrans, utility companies, and regulatory agencies to complete the design of this
project. The goal of this process was to design a bridge that meets current safety and seismic
engineering standards, while also retaining aesthetic elements that are consistent with the overall feel
and ambience of the adjacent neighborhood.
Staff held two community meetings with local businesses and residents (March 18, 2008, and
October 6, 2009) to review various elements of project design and reach consensus on the aesthetic
aspects of the new bridge. These meetings were well attended and resulted in neighborhood
consensus regarding the aesthetic elements of the new bridge (i.e. railings, abutment wall treatment,
additional lights, and sidewalks). These meetings were also useful in identifying other features that
would enhance the project. These additional elements include the replacement of failing retaining
walls on both sides of Roberts Road from the bridge west to Brickway Court, as well as the
construction of curb, gutter, and sidewalk on the south side of Roberts Road. These features would
improve the pedestrian access to the new bridge and provide for safe access to the Los Gatos Creek
Trail.
In accordance with Caltrans guidelines, staff requested construction funding for the project in winter
2008. During the period, the State of California was going through severe budget challenges and all
State-funded projects were put on hold. However, staff continued to work collaboratively with
Caltrans over the past several months to keep this project on the Caltrans active list for funding. As
result of these efforts, on August 24, 2009, funding for the construction of the project was secured.
This construction funding also includes an additional amount of up to $1,000,000 for the additional
elements of the project that were identified as result of staff discussions with the neighbors. The
Caltrans grant covers 88.5% of all project costs; the Town's match is 11.5%.
Plans and Specifications for this project are complete and will be available for review in the Clerk
Department on the Friday prior to the Council meeting, October 30th.
Upon approval of plans and specifications by the Council, the project will be advertised and a report
for the award of the construction contract will be presented to the Council on December 21, 2009.
The construction of this project is anticipated to begin in January 2010 and completed by December
2010.
CONCLUSION:
It is recommended that the Town Council adopt the attached Resolution approving the plans and
specifications for Roberts Road Bridge Reconstruction project and authorizing staff to advertise the
project for bids.

ENVIRONMENTAL ASSESSMENT:
This project is Categorically Exempt pursuant to Sections 15301 (c), and 15303 (e), and 15304 (b) of
the State CEQA guidelines.
FISCAL IMPACT:
There are sufficient funds available for this project. A detailed budget summary will be provided at
the December 21, 2009, Council meeting when the construction contract is awarded.

OF THE TOWN OF LOS GATOS
APPROVING THE PLANS AND SPECIFICATIONS FOR THE
PROJECT 04-68 - ROBERTS ROAD BRIDGE RECONSTRUCTION PROJECT
AND AUTHORIZING STAFF TO ADVERTISE THE PROJECT FOR BID
WHEREAS, plans and specifications for Roberts Road Bridge Reconstruction project have
been prepared by the Town Engineer and duly filed with the Clerk Administer; and
WHEREAS, public improvements are of benefit to the project area or the immediate
neighborhood of the project area; and
WHEREAS, the Town Council of the Town of Los Gatos has reviewed said plans and
specifications.
NOW, THEREFORE, BE IT RESOLVED that the Town Council approves the plans and
specifications for Roberts Road Bridge Reconstruction Project; and
BE IT FURTHER RESOLVED that the Clerk Administer is hereby authorized and directed
to advertise the Roberts Road Bridge Reconstruction project for bid in the manner prescribed by the
Town Municipal Code.
