RECOMMENDATION: Adopt resolution approving plans and specifications for the Parking Lot 6 Reconstruction Project and authorizing staff to advertise the project for bids. BACKGROUND: The Town owns and maintains several parking lots in and around the downtown area. Six of these lots are located behind storefronts along North Santa Cruz Avenue, between Highway 9 and Main Street. Approximately four years ago, staff initiated an effort to provide improvements to these six parking lots. While most of these proposed improvements have been completed the improvements planned for parking lot 6 have not. Parking Lot 6, located along West Main Street, between Victory Lane and Lyndon Avenue, is in poor condition and in need of major renovation. The paved surface (including the base) of this lot has deteriorated beyond the point of preventive maintenance and has experienced pavement failures as a combined result of aging, deferred maintenance, and poor drainage. While the original renovation project, originally scheduled for earlier this year, was being designed, the Town became aware that a property directly adjacent to this parking lot had become available for sale. At that point, the design work associated with the original project was temporarily halted while the Town's Redevelopment Agency pursued acquiring the adjacent property. As a result of these efforts, the Redevelopment Agency recently acquired the property located at 224 West Main Street. The acquisition of this property will allow for the expansion of this parking lot to be combined with the already planned improvements into a single, more comprehensive project. DISCUSSION: Since the acquisition of the adjacent property, the project has been redefined to now include not only renovation of the existing lot 6, but the temporary expansion of it as well. The addition of the new property will allow for the construction of 32 additional parking spaces and will also include additional landscaping, irrigation, and lighting. A new driveway entrance will be added on West Main Street as well. (See attachment 2 - Parking Lot 6 Site Layout.) Regarding the existing lot, the reconstruction process will remove and recycle the existing asphalt surfacing, repair base failures, and place a new asphalt overlay on the lot's surface. Irrigation lines will be installed beneath the parking lot, providing water for both new and existing planter areas. Additionally, broken and deteriorated sections of curb, gutter, and sidewalks will be replaced, and the parking lot frontage along Lyndon Avenue will be repaired and resurfaced. The existing lot will also be slightly re-configured to fully maximize the number of new parking spaces. The current two-way driveway entrance along West Main will become an exit only driveway. Finally, enhanced parking lot lighting will be provided by the incorporation of new LED lights at this site. During the construction period, parking lot 6 will be completely closed to the public. Staff will work to expedite the completion of this project, recognizing the needs of downtown merchants and customers. It is anticipated that construction of this project will take approximately three to four weeks to complete. Staff recommends the Town Council approve the plans and specifications for this project and authorize staff to advertise the project for bids. Upon Council's approval, staff will present a recoinrnendation to award a construction contract at the regular Town Council meeting held November 2'd , 2009. Construction will begin once the contract is awarded and fully executed. CONCLUSION: Staff recommends the Town Council accept the staff recominendations noted above. ENVIRONMENTAL ASSESSMENT: This project as defined under CEQA is Categorically Exempt (Section 15301c). A Notice of Exemption will not be filed. Parking Lot 6 Site Layout RESOLUTION Attachment I RESOLUTION OF THE TOWN COUNCIL/REDEVELOPMENT AGENCY OF THE TOWN OF LOS GATOS APPROVING THE PLANS AND SPECIFICATIONS FOR PROJECT 07-16 - PARKING LOT 6 RECONSTRUCTION AND AUTHORIZING STAFF TO ADVERTISE THE PROJECT FOR BIDS WHEREAS, plans and specifications for the Parking Lot 6 Reconstruction Project have been prepared by the Town Engineer and duly filed with the Clerk Administrator/Secretary of the Redevelopment Agency; and WHEREAS, public improvements are of benefit to the project area or the immediate neighborhood of the project area; and WHEREAS, no other reasonable means of financing such public improvements are available to the community; and WHEREAS, the Redevelopment Agency's contribution to the cost of the public improvement will assist in elimination of one or more blighting conditions in the project area; and WHEREAS, the Town Council/Redevelopment Agency of the Town of Los Gatos has reviewed said plans and specifications. NOW, THEREFORE, BE IT RESOLVED that the Town Council/Redevelopment Agency hereby approves the plans and specifications for the Parking Lot 6 Reconstruction Project. BE IT FURTHER RESOLVED that the Clerk Administrator/Secretary of the Redevelopment Agency is hereby authorized and directed to advertise the Parking Lot 6 Reconstruction Project for bids in the manner prescribed by the Town Municipal Code.
