MODIFIED RECOMMENDATION: Adopt resolution approving plans and specifications for the Parking Lot 6 Reconstruction Project and authorizing staff to advertise the project for bids with the following changes: 1. Council approval of construction bid award scheduled for Monday, Oct. 26; 2. Parking lot reopening scheduled for Friday, Nov. 20; 3. $10,000 incentive payment for lot reopening by Friday, Nov. 20 and $1,000 per day penalties for every day the lot is not open after Fri., Nov. 20. DISCUSSION: The timelines for bidding, award, and construction of Parking Lot 6 have been adjusted to better accommodate the needs of the business community in the downtown area given the Council's planned meeting for board and commission interviews on Monday, Oct. 26. It is anticipated that the construction work on the project could now begin on Monday, Nov. 2"d and the new expanded parking lot could be open for public use by the end of Friday, Nov. 20th. There may be some components of the project such as lighting and landscaping that will not be fully completed until after Nov. 20th. There will also be a penalty of $1,000/day for each working day after Nov. 20"' which the parking lot paving and striping is not completed. Staff has been and will continue to work closely with merchants in the adjacent area to inform them about the project and minimize inconveniences to the extent possible. We are considering the early expansion of valet parking to specifically benefit these businesses and their customers on weekends during construction.
