13 Staff Report - Progress Report New Library Design DevelopmentN MEETING DATE: 08-03-09 ITEM NO: 9 • 3 !DS GA~~S COUNCIL/AGENCY AGENDA REPORT DATE: JULY 29, 2009 TO: MAYOR AND TOWN COUNCIL/ CHAIR AND MEMBERS OF THE REDEVELOPMENT AGENCY FROM: GREG LARSON, TOWN MANAGER/EXECUTIVE DIRECTOR SUBJECT: PROGRESS REPORT ON NEW LIBRARY DESIGN DEVELOPMENT BACKGROUND: On October 1, 2007, the Town Council directed staff to proceed with specific planning for a new library with the assistance of an architectural firm. Noll & Tam Architects have been working with staff since April 2008 to design the new library, beginning with a conceptual design which was presented to Council in January, 2009. The conceptual design defined the project for purposes of the environmental evaluation and land use approvals which are currently in process. The purpose of the presentations at the August 3, 2009 Council meeting is to share the progress on the exterior and interior design of the new library with the public and the Council. DISCUSSION: As the design of the new library progresses, the architects continue to follow the principles embraced by the Council and public which call for the library to: Be warm and inviting Work with and enhance the existing Civic Center, but not mimic it Respond to nature and incorporate natural materials R Look outward and allow views inward ■ Achieve at least LEED Silver certification At the August 3rd Council meeting, the architects will make a presentation showing how the design of the library will achieve these principles. Specifically, the architects will present the revised site plan, watercolor renderings of the exterior, floor plans, renderings of the key interior spaces, and samples of materia[ls- to be used in the library. In addition, the architects and sub-consultants have conducted two workshops with staff, the Council Library sub-committee, Planning Commission representatives, and Library Board and Friends of the Library chairpersons to discuss the opportunities for including sustainable elements in the new library. A key feature of the "green" library will be components to educate the public in general and children specifically about how the library is saving energy and reducing its carbon footprint. Timeline and Kev Milestones As noted above, the environmental review process for the new library is currently underway. Concurrently, the architects are completing the design development phase, which includes greater detail than provided in the conceptual design and schematic design phases that have already been completed. The construction manager, Swinerton, is on board and will be working with staff and the architects to review and confirm design details and costs prior to development of the construction documents which are used to bid the project. Following are the targeted key milestones for the library project: Final Environmental Impact Report complete Planning Commission review Town Council review Project bidding Contract award Groundbreaking Grand Opening November, 2009 December, 2009 December, 2009/January, 2010 March - May, 2010 May/June, 2010 June/July, 2010 November/December, 2011 Each of the above milestones requires many interim steps, a number of which staff will bring forward to Council for approval. A more comprehensive timeline will be provided to Council when the project is brought forward for final review and approval in December or January. CONCLUSION: As the Council will see in the August 3rd presentation, the architects have incorporated many more details into the design of the new library and have further developed the site plan and floor plans. The watercolor renderings, interior renderings and material samples combine to provide a strong visual illustration of what the new library will look like and how it will function both inside and outside.
