RECOMMENDATION:
Adopt a Resolution approving plans and specifications for FY 2009110 Street Repair and
Resurfacing Program Base Repair and Digout and authorizing staff to advertise for bids.
BACKGROUND:
The adopted FY 2008/09-2012113 Capital Improvement Program designates funding for the
Street Repair and Resurfacing Program, This is an ongoing annual project for street
rehabilitation throughout the Town to enhance vehicular safety and to maintain the Town's
roadway infrastructure.
The Town's street program is evaluated based on the Pavement Management System (PMS)
program. The street program is produced and distributed by the Metropolitan Transportation
Commission (MTC), and it is mandated that all Bay Area municipalities use this program. The
purpose of this program is to document and monitor the street pavement conditions throughout
Bay Area roadways. The MTC allocates funds based on the data received and evaluated by this
program.

The Town of Los Gatos has over 100 miles of streets. These streets are divided into three (3)
classifications for the purpose of developing a maintenance and rehabilitation program: Arterial,
Collector, and Residential.

The street classifications are based on the following factors: traffic volumes, type of traffic,
current and projected usage of the street, and location of each street within the Town's overall
road network.
In order to achieve the most effective program for the Town, specific strategies have been
developed for the maintenance and rehabilitation actions based on the classification and
condition of each sheet.
Staff has developed a systematic process to evaluate and determine which streets require repair
and maintenance. This process is the most cost effective method for prioritizing street
resurfacing projects, based on the funding allocations. The treatment methods vary from surface
treatments (such as chip seal and slurry seal) to asphalt overlay (of varying thicknesses). Using a
combination of these treatments, the Pavement Condition Index (PCI) for the Town has been
maintained above 73 points for the past several years, which is in the "good" category, as defined
by MTC.
The resurfacing project presented in this report for Council consideration is to repair the roadway
base on a number of Town wide locations that will be receiving an application of slurry seal or
asphalt overlay in a separate project. The prompt repairing of failed roadway base sections will
help in overall stability of the road and is needed prior to any surface treatments. The base
repairs and digouts will be performed on the following streets: Los Gatos Boulevard (from Loma
Alta to Blossom Hill Road), University Avenue (from Blossom Hill Road to Lark Avenue),
Blossom Hill Road, More Avenue, Alberto Way, and Los Gatos-Saratoga Road.
Plans and Specifications for this project are complete and will be available for review in the
Clerk Department on Friday June 12 before the Council meeting. If the Town Council approves
this project, construction will begin in July 2009.
CONCLUSION:
It is recommended that the Town Council adopt the attached Resolution approving the plans and
specifications for the Street Repair and Resurfacing Program base repair and digout and
authorize staff to advertise the project for bids.
ENVIRONMENTAL ASSESSMENT:
This project is Categorically Exempt pursuant to Sections 15301 (c), and 15303 (e), and 15304
(b) of the State CEQA guidelines.

Recent news reports indicate that the Governor is proposing to take Gas Tax receipts from local
government- Preliminary indications from the League of California Cities are that this would be
a take rather than a loan. Based on estimated gas tax receipts for FY 2009110, this would result
in a loss of about $550,000 in revenue for the Town's street repair program.
If the state takes the gas tax revenue, there are sufficient reserves in the street repair program
budget to cover about one-half of the amount. The remainder would be covered by the Revenue
Stabilization reserve or the Town's street program could be reduced accordingly. The final
determination of use of reserves or reduced fields will be based on impacts to townwide
Pavement Condition Index.

OF THE TOWN OF LOS GATOS
APPROVING THE PLANS AND SPECIFICATIONS FOR THE
PROJECT 09-10B - FY 2009-10 STREET REPAIR AND RESURFACING PROGRAM
AND AUTHORIZING STAFF TO ADVERTISE THE PROJECT FOR BIDS
WHEREAS, plans and specifications for the FY 2009-10 Street Repair and Resurfacing
Program base repair and digout have been prepared by the Town Engineer and duly filed with
the Clerk Administer; and
WHEREAS, public improvements are of benefit to the project area or the immediate
neighborhood of the project area; and
WHEREAS, the Town Council of the Town of Los Gatos has reviewed said plans and
specifications.
NOW, THEREFORE, BE IT RESOLVED that the Town Council approves the plans
and specifications for the FY 2009-10 Street Repair and Resurfacing Program.
BE IT FURTHER RESOLVED that the Clerk Administer is hereby authorized and
directed to advertise the Street Repair and Resurfacing Program for bids in the manner
prescribed by the Town Municipal Code.
