COUNCIL AGENDA REPORT los:~AtQ$ DATE: MAY 19, 2009 TO: MAYOR AND TOWN COUNCIL FROM: GREG LARSON, TOWN MANAGE SUBJECT: PROJECT NO. 09-10A - FY 2009110 STREET REPAIR AND RESURFACING PROGRAM ADOPT RESOLUTION APPROVING PLANS AND SPECIFICATIONS FOR FY 2009110 STREET REPAIR AND RESURFACING PROGRAM SLURRY SEAL AND AUTHORIZING STAFF TO ADVERTISE FOR BIDS RECOMMENDATION: Adopt a Resolution approving plans and specifications for FY 2009110 Street Repair and Resurfacing Program Slurry Seal and authorizing staff to advertise for bids. BACKGROUND: The adopted FY 2008109-2012113 Capital Improvement Program designates funding for the Street Repair and Resurfacing Program. This is an ongoing annual project for street rehabilitation throughout the Town to enhance vehicular safety and to maintain the Town's roadway infrastructure. The Town's street program is evaluated based on the Pavement Management System (PMS) program. The street program is produced and distributed by the Metropolitan Transportation Commission (MTC), and it is mandated that all Bay Area municipalities use this program. The purpose of this program is to document and monitor the street pavement conditions throughout Bay Area roadways. The MTC allocates funds based on the data received and evaluated by this program. nTgC..r rQ,,'QrnN- The Town of Los Gatos has over 100 miles of streets. These streets are divided into three (3) classifications for the purpose of developing a maintenance and rehabilitation program: Arterial, Collector, and Residential. In order to achieve the most effective program for the Town, specific strategies have been developed for the maintenance and rehabilitation actions based on the classification and condition of each street. Staff has developed a systematic process to evaluate and determine which streets require repair and maintenance. This process is the most cost effective method for prioritizing street resurfacing projects, based on the funding allocations. The treatment methods vary from surface treatments (such as chip seal and slurry seal) to asphalt overlay (of varying thicknesses). Using a combination of these treatments, the Pavement Condition Index (PCI) for the Town has been maintained above 73 points for the past several years, which is in the "good" category, as defined by MTC. The resurfacing project presented in this report for Council consideration is for application of slurry seal to a number of Town streets. This resurfacing treatment is used to rejuvenate the asphalt surfaces on streets that are in stable condition and will not require much more expensive asphalt overlays. The streets on the slurry seal list for the upcoming fiscal year include: Los Gatos Boulevard (from Loma Alta to Blossom Hill Road), Blossom Hill Road (from Los Gatos Boulevard. to Winchester Boulevard), and Winchester Boulevard to Campbell City Limits. Plans and Specifications for this project are complete and will be available for review in the Clerk Department on Friday May 29 before the Council meeting. If the Town Coluicil approves this project, construction will begin in July 2009. CONCLUSION: It is recommended that the Town Council adopt the attached Resolution approving the plans and specifications for the Street Repair and Resurfacing Program slurry seal and authorize staff to advertise the project for bids, ENVIRONMENTAL ASSESSMENT: This project is Categorically Exempt pursuant to Sections 15301 (c), and 15303 (e), and 15304 (b) of the State CEQA guidelines.
