ADOPT RESOLUTION AUTHORIZING THE TOWN MANAGER TO ACCEPT A DONATION FROM THE LOS GATOS/MONTE SERENO POLICE FOUNDATION IN THE AMOUNT OF $48,800 FOR EQUIPMENT, RESOURCES AND TRAINING B. AUTHORIZE A FY 2008/09 BUDGET ADJUSTMENT INCREASING GENERAL FUND POLICE DEPARTMENT DONATION REVENUES AND THE GENERAL FUND POLICE DEPARTMENT FOUNDATION DONATIONS PROJECT EXPENDITURES IN THE AMOUNT OF $48,000 RECOMMENDATION: 1. Adopt resolution authorizing the Town Manager to accept a donation from the Los Gatos/Monte Sereno Police Foundation in the amount of $48,800 for equipment, resources and training. 2. Authorize a FY 2008/09 budget adjustment increasing general fund Police Department donation revenues and the general fund Police Department Foundation donations project expenditures in the amount of $48,000 BACKGROUND: Over the past several years, the Los Gatos/Monte Sereno Police Foundation has received private donations specifically designated for the purchase of supplies, training and equipment for the Los Gatos/Monte Sereno Police Department and its four volunteer groups. Recently, the Foundation has experienced a groundswell of support and energy from a newly developed Board of Directors, and a recently held a very successful membership and fund raising event in Los Gatos. LOSILOCALS-I lTemplXPgrpwise\FotmdationcouncilrptOCTO$.doc 17 Reviewed by: Assistant Town Manager iTown Attorney Clerk Administrator Finance ommunity Development PAGE 2 MAYOR AND TOWN COUNCIL SUBJECT: POLICE FOUNDATION DONATION OCTOBER 16, 2008 DISCUSSION: Upon approval of the resolution, the Los Gatos/Monte Serena Police Foundation will donate $48,800 to the Police Department. This donation will be used for several items of equipment, resources and training. Canine Program - $4,500 A portion of the Los Gatos/Monte Sereno Police Department K9 program has been graciously funded by residents in Town over the last several years. At the recent Foundation fund raising event, $4500 was pledged to directly fund the K9 program. This donation will assist with the cost of the new dog and initial training. The dog and handler have not been identified yet, but the Police Department hopes to identify the new team by early 2009. Special Weapons and Tactics Tactical Vests- $18,000 The purchase of new SWAT tactical vests will provide the department's 9 SWAT members with a higher level of protection and comfort. They will be used specifically for training and critical incidents. The current vests worn by the members are their working patrol vests and some are several years old and expired by industry standards. Explorer Program Radios and Flashlights - $5,900 The Police Department has recently added several more Explorer cadets to the existing program. These volunteers are used for traffic control, special events and general duties as assigned. They are a valuable asset to the organization, providing staffing at no cost while getting an education in police work, Several of the department's explorers have gone on to become full time officers here. They have never had flashlights and radios while working events, many times during evening hours. This purchase will provide a higher level of safety for them while on duty thus reducing liability to the Town. Disaster Aid Response Team (DART) Radios - $7,900 DART members, in a volunteer capacity, have for many years used the same radios while working for the department. The radios are old and in need of replacement. This will afford team members consistent radio frequencies and upgraded equipment while conducting search and rescue, traffic control, training and special events. Crime Scene Investigation Team Crime Scene Software- $5,600 The department has benefited greatly from a crime scene software program called Total Station. This system provides technical computer drawings of crime scenes and traffic collisions based on specific and detailed measurements. The upgrade to this system will keep it current and provide professional drawings for court purposes. Global Positioning Satellite Tracker - $4,900 Technology changes rapidly and the department prides itself on obtaining the best possible crime fighting equipment. This cell phone technology based GPS device can be used to monitor and track the routes and location of criminals and criminal enterprises. PAGE 3 MAYOR AND TOWN COUNCIL SUBJECT: POLICE FOUNDATION DONATION OCTOBER 16, 2008 Reserve Training for Annual Conference- $2,000 The reserve unit is one of the most valuable volunteer organizations in the department. The reserve officers who assist staff by patrolling our streets and providing assistance at the numerous special events held in town are required to have twenty four hours of POST approved training every two years. Since all of the reserves hold full time jobs in addition to their duties at the department, they receive most of this training at the annual state wide reserve training conference in Sacramento. CONCLUSION: Staff recommends that Council approve the resolution and accept this donation. ENVIRONMENTAL ASSESSMENT: This is not a project defined under CEQA, and no further action is required. FISCAL IMPACT: The donated funds will be deposited in project 44010 - PD Foundation donations, and expenditures will come out of the appropriate police budget line item and be tracked at the project level. Any ongoing costs for equipment maintenance will be minimal and will be absorbed in the Police Department's existing budget. Attachments: Resolution RESOLUTION NO. WHEREAS, the Los Gatos/Monte Sereno Police Foundation desires to donate funds to the Police Department with which the Police Department wishes to purchase equipment and resources and provide training, and, WHEREAS, the Police Department has specified that the donated funds be used to purchase this equipment and resources and training, and, WHEREAS, the Police Department will receive a donation from the Los Gatos/Monte Sereno Police Foundation which will cover all costs of this equipment, resources and training estimated at $48,800; THEREFORE, BE IT RESOLVED, by the Town Council of the Town of Los Gatos, County of Santa Clara, State of California, that the Town Manager is authorized to accept a donation from the Los Gatos/Monte Sereno Police Foundation in the amount of $48,800 for the purpose of purchasing the above listed items.
