ADOPT RESOLUTION APPROVING PLANS AND SPECIFICATIONS FOR
THE SURFACE AND BASE REPAIR, MANHOLE, AND VALVE
ADJUSTMENT TO GRADE PROJECT AND AUTHORIZE STAFF TO
ADVERTISE THE PROJECT FOR BID.
RECOMMENDATION:
Adopt resolution approving plans and specifications for the Surface and Base Repair, Manhole,
and Valve Adjustment to Grade Project and authorize staff to advertise the project for bid.
BACKGROUND:
The adopted Capital Improvement Program designates funding for various street repairs and
resurfacing projects and is consistent with the Town's goals to improve public safety and to
improve the quality of Town streets.
In advance of the annual street resurfacing project, Town street maintenance crew performed
repairs to the failed sections of street base and surface as needed. This work is very labor
intensive, and with the shrinking of in-house staffing resources over the past years, this task has
been performed by contractors.
DISCUSSION:
Engineering Inspectors and lead staff from the Parks and Public works Department maintenance
division have identified various locations around Town where base repairs for the streets are
needed. The scope of the base repair involves grinding and removal of failed surface and base
and placing a new layer of asphalt to corxa~lete the repair.

This approach insures that the streets have a good base, and once resurfaced, will have the
durability and performance that is expected.
In addition to the base repairs, there are various manholes and water valves on the streets that
will be adjusted to grade to provide a smooth riding surface for motorists. Some of the manholes
and water valve's frame and cover have settled and created a bump in the road, and this project
will also address these issues.
Plans and Specifications for this project are complete and will be available for review in the
Clerk Department on the Friday before the Council meeting. If Council approves this project, it
will be advertised, a construction contract will be presented for Council for award in September,
and construction is anticipated to begin by October.
CONCLUSION:
It is recommended that the Council adopt the attached Resolution approving plans and
specifications for the Surface and Base Repair, Manhole, and Valve Adjustment to Grade Project
and authorize staff to advertise the project for bids.
ENVIRONMENTAL ASSESSMENT:
This is a project as defined under CEQA but is Categorically Exempt (Section 15301c). A Notice
of Exemption will not be filed.
FISCAL IMPACT:
$1,312,524 is available in the FY 2008/09 Capital Improvement Program for Street Repair and
Resurfacing. The estimated construction cost for this project is $190,000 and $1,116,374 will
remain allocated should this project be approved.

RESOLUTION OF THE TOWN COUNCIL
OF THE TOWN OF LOS GATOS
APPROVING THE PLANS AND SPECIFICATIONS FOR
PPW JOB NO. 07-21
SURFACE AND BASE REPAIR, MANHOLE,
AND VALVE ADJUSTMENT TO GRADE PROJECT
AND AUTHORIZE STAFF TO ADVERTISE THE PROJECT FOR BIDS
WHEREAS, plans and specifications for the Surface and Base Repair, Manhole, and
Valve Adjustment to Grade Project have been prepared by the Town Engineer and duly filed
with the Clerk Administrator; and
WHEREAS, the Town Council of the Town of Los Gatos has reviewed said plans and
specifications.
NOW, THEREFORE, BE IT RESOLVED THAT the Town Council hereby approves
the plans and specifications for the Surface and Base Repair, Manhole, and Valve Adjustment to
Grade Project.
BE IT FURTHER RESOLVED THAT the Clerk Administrator is hereby authorized
and directed to advertise the Surface and Base Repair, Manhole, and Valve Adjustment to Grade
Project for bids in the manner prescribed by the Town Municipal Code.
PASSED AND ADOPTED at a regular meeting of the Town Council of the Town of
Los Gatos held on the 18th day of August, 2008 by the following vote:
