07 Staff Report - FY 08-09 Curb, Gutter, and Sidewalk Replacement Project~4WH OF MEETING DATE: 8118108 ITEM NO: COUNCIL AGENDA REPORT !ps A°,~pS DATE: AUGUST 7, 2008 TO: MAYOR AND TOWN COUNCIL FROM: GREG LARSON, TOWN MANAGER SUBJECT: PPW JOB NO. 07-17 - FISCAL YEAR 08-09 - CURB, GUTTER, AND SIDEWALK REPLACEMENT PROJECT 411-813-9921 ADOPT RESOLUTION APPROVING PLANS AND SPECIFICATIONS FOR THE CURB, GUTTER, AND SIDEWALK REPLACEMENT PROJECT AND AUTHORIZE STAFF TO ADVERTISE THE PROJECT FOR BID. RECOMMENDATION: Adopt resolution approving plans and specifications for the Curb, Gutter, and Sidewalk Replacement Project and authorize staff to advertise the project for bid. BACKGROUND: The adopted Capital Improvement Program designates funding for curb, gutter, and sidewalk replacement projects and is consistent with the Town's goals to improve public safety and to improve the quality of Town streets. The primary cause of dainage to curbs, gutters, and sidewalks is tree root growth. The Town has many mature trees that were planted years ago, and despite their beauty, have outgrown the small planter areas where they are located. Their roots have grown under sidewalks, and in some cases, under the roadway, causing uplifts and extensive damage. DISCUSSION: This project repairs and replaces damaged curbs, gutters, and sidewalks throughout Town. The location for repairs and replacement work were identified throughout the past year by Parks and Public Works Department staff and various service calls the Town receives from the residents. In conjunction with the replacement of damaged concrete, tree roots are also pruned and root barrier placed to minimize{ further damage to new curb, gutter, and sidewalks. CONCLUSION: It is recommended that the Council adopt the attached Resolution approving plans and specifications for the Curb, Gutter, and Sidewalk Replacement Project and authorize staff to advertise the project for bids. ENVIRONMENTAL ASSESSMENT: This is a project as defined under CEQA but is Categorically Exempt (Section 15301c). A Notice of Exemption will not be filed. FISCAL IMPACT: $244,833 is available in the FY 2008109 Capital Improvement Program for Curb, Gutter, and Sidewalk replacement. The estimated construction cost for this project is $175,000, and $45,588 will remain allocated should this project be approved. RESOLUTION RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LOS GATOS APPROVING THE PLANS AND SPECIFICATIONS FOR PPW JOB NO. 07-17 - FISCAL YEAR 2008-09 CURB, GUTTER, AND SIDEWALK REPLACEMENT PROJECT AND AUTHORIZE STAFF TO ADVERTISE THE PROJECT FOR BIDS WHEREAS, plans and specifications for the Curb, Gutter, and Sidewalk Replacement Project have been prepared by the Town Engineer and duly filed with the Clerk Administrator; and WHEREAS, the Town Council of the Town of Los Gatos has reviewed said plans and specifications. NOW, THEREFORE, BE IT RESOLVED THAT the Town Council hereby approves the plans and specifications for the Curb, Gutter, and Sidewalk Replacement Project. BE IT FURTHER RESOLVED THAT the Clerk Administrator is hereby authorized and directed to advertise the Curb, Gutter, and Sidewalk Replacement Project for bids in the manner prescribed by the Town Municipal Code.
