DISCUSSION: On July 18, 2008, Governor Schwarzenegger confirmed that in response to its $15.2 budget deficit, the State legislature may enact Proposition 1 A provisions, allowing the state to "borrow" protected local government funds in the event of a severe State hardship. If local government funds are borrowed by the State, Proposition lA requires that they must be repaid within 3 years with interest. Governor Schwarzenegger also stated that he does not support additional borrowing to balance the State budget. The League of California Cities is encouraging the State legislature to use State funds rather than local government funds to finance State operations. As a result, the League has requested that Town/City Councils communicate this direction to State officials by adopting the attached resolution opposing the borrowing or seizing of local government funds to finance State operations. Should Council adopt the attached resolution, a copy of the resolution will be forwarded to the League of California Cities and state representatives. FISCAL IMPACT: There is no financial impact associated with the adoption of this resolution.
