17 Staff Report - FY 2007-08 Police Operations Buildingt N of MEETING DATE: 6/2108 ITEM NO: ' NIII cos eatos COUNCIL/AGENCY AGENDA REPORT DATE: May 22, 2008 TO: MAYOR AND TOWN COUNCIL CHAIR AND MEMBERS OF THE REDEVELOPMENT AGENCY FROM: GREG LARSON, TOWN MANAGER/EXECUTIVE DIRECTOR SUBJECT: JOB NO. 411-821-2401 AND 911-821-2401 - FISCAL YEAR 2007-08 POLICE OPERATIONS BUILDING ADOPT RESOLUTION APPROVING PLANS AND SPECIFICATIONS FOR THE POLICE OPERATIONS BUILDING AT 15900 LOS GATOS BOULEVARD AND AUTHORIZE STAFF TO INITIATE THE BID PROCESS. RECOMMENDATION: Adopt resolution approving plans and specifications for the Police Operations Building at 15900 Los Gatos Boulevard and authorize staff to initiate the bid process. BACKGROUND: On June 18, 2007, the Town Council authorized the purchase of 15900 Los Gatos Boulevard to use for police operations and approved the Mitigated Negative Declaration for the project, On February 4, 2008, the Council approved the Conditional Use Permit and Architecture and Site approval for the project. DISCUSSION: The project architect has completed the construction drawings and staff is in the process of obtaining the necessary permits to commence with construction. At the March 3, 2008 meeting, the Council approved a prequalification and appeals process for construction of the Police Operations building. This allowed the Town to utilize a process established by the Legislature 1999, which allows public agencies to pre-qualify contractors that want to bid on public works construction projects. This allows staff to receive bids from general contractors who have been screened and determined to have a proven track record and capacity to undertake the project. U_) ~_n PREPARED BY: Bud N. Plans and Specifications for this project are complete and will be available for review in the Clerk Department on the Friday before the Joint Council/Board meeting. If Council and the Board approve this project, bids will be obtained from the five constructions firms that have been pre-qualified. A construction contract will be presented to Council and the Board to award on August 18, 2008 and construction is anticipated to begin in September 2008. CONCLUSION: It is recommended that the Council and Board adopt the attached Joint Resolution approving plans and specifications for the Police Operations Building and authorize staff to initiate the bid process for the project. Environmental Review A Mitigated Negative Declaration for the project was adopted by the Council at the time the purchase was approved. The mitigation measures identified in the Mitigated Negative Declaration have been incorporated into the project. No additional environmental review is required. FISCAL IMPACT: At the meeting of June 18, 2007, the Town Council and Board authorized a capital project budget adjustment in the amount of $7,685,468 for the Police Operations Building using funding source transfers to the Town's Capital Project Fund. Joint Resolution RESOLUTION RESOLUTION OF THE TOWN COUNCIL/REDEVELOPMENT AGENCY OF THE TOWN OF LOS GATOS APPROVING THE PLANS AND SPECIFICATIONS FOR JOB NO. 411-821-2401 AND 911-821-2401 - FISCAL YEAR 2007-08 POLICE OPERATIONS BUILDING AND AUTHORIZING STAFF TO RECEIVE BIDS FOR THE PROJECT WHEREAS, plans and specifications for the Police Operations Building have been prepared by the architectural firm of Ross, Drulis and Cuesenbery and duly filed with the Clerk Administrator; and WHEREAS, the Town Council of the Town of Los Gatos and the Board of Directors of the RDA has reviewed said plans and specifications. NOW, THEREFORE, BE IT RESOLVED THAT the Town Council and the Board of the Agency hereby approves the plans and specifications for the Police Operations Building. BE IT FURTHER RESOLVED THAT the Clerk Administrator is hereby authorized initiate the bid process for the project in the manner prescribed by Public Contract Code 20101 and approved by the Town Council on March 3, 2008 and by the Town Municipal Code.
