SUB-COMMITTEE RECOMMENDATIONS ON PROCEEDING WITH
ANALYSIS AND PLANNING FOR NEW LIBRARY
The development of the Civic Center Master Plan (CCMP) has been a long, complex endeavor.
The Town Council, community, staff and consultants have dedicated many hours over a period
of years to shaping the long-range vision for the Civic Center and to collecting and analyzing the
data and information that constitute the technical foundation of the CCMP. As the Town
Council's liaisons to staff on the master planning process over most of the five- year period, we
have had the opportunity to observe closely the effort and thought behind the scenes which have
led to the CCMP presented for Council's approval on June 18t`.
As your Council Sub-Committee, we concur with staffs recommendation that Council approve
the Civic Center Master Plan as a roadmap for the future, enabling the Town Council to make
decisions about facility improvements to enhance service delivery as necessary or as
opportunities over the next 25 years.
We further concur with staff's recommendations to proceed to address the two highest priority
needs identified by Council in previous Council discussions: police facilities and library
services. Assuming that the Council approves the purchase of the Verizon building to address
the need for additional space for police services, the Sub-Committee agrees with staff s
recommendation to proceed with the analysis and planning for the construction of a new library.
While the estimated space needs for the library are grounded in community and staff input,
library best practices, and industry standards, it may not be possible to achieve the space goals

set forth in the CCMP. The Town may simply not be able to afford a library of this ideal size.
With this in mind, the Sub-Committee offers the following guiding principles for Council's
consideration:
■ The library project must be practical and achievable.
■ The Town must be able to afford construction of the library and any necessary parking
with minimal or no impact to the taxpayers in the form of additional property tax
assessments.
■ The library must be functional and must enhance the library services available to the
community.
With these guiding principles, the Town will be more likely to realize the goal of a new library
for. the Los Gatos community. The Sub-Committee looks forward to Council's comments on the
guiding principles and on staff s recommendations regarding the CCMP and the library project.
