ADOPT RESOLUTION APPROVING PLANS AND SPECIFICATIONS FOR
THE ELM STREET RECONSTRUCTION PROJECT AND AUTHORIZE
STAFF TO ADVERTISE THE PROJECT FOR BID
RECOMMENDATION:
Adopt Resolution approving plans and specifications for the Elm Street Reconstruction Project
and authorize staff to advertise the project for bid.
BACKGROUND:
Elm Street is a heavily used street in the downtown area for deliveries to adjacent businesses and
to access to Parking Lots 4 and 5, Santa Cruz Avenue and University Avenue. The street surface
is extremely poor, near failure, and has severe cracks and holes that are in need of continuous
repairs. This project is consistent with the Town's goals to improve public health and safety.
DISCUSSION:
This project is approved in the FY 2007/08 Capital Improvement Program and during budget
hearings Council highlighted the importance of this project and directed staff to expedite the
reconstruction of Elm Street if possible. Staff has worked with the area merchants that are
adjacent to Elm Street and have discussed construction timing with them. The feedback received
indicates that the preferred construction date is the week of August 20th

The scope of this project includes removal of all failed pavement and base materials between the
curbs on Elm Street, preparing and grading the sub-base, placing of new base material, and
finishing the project by applying an asphalt overlay to the street. As a part of this project, the
crown of the road will be brought down to provide a smooth riding surface for all users,
especially since there are many pedestrians who cross this street on a daily basis.
It is anticipated that this project will be completed in one week (Monday to Friday), similar to
the Parking Lot 5 reconstruction that took place in May, 2006. To complete this work efficiently,
Elm Street will be completely closed to vehicle traffic during the week of August 20. However,
all sidewalks will be kept open to accommodate visitors and business activity. Staff will work
with the merchants to address their individual needs during the construction period.
Plans and Specifications for this project are complete and will be available for review in the
Clerk Department on the Friday before the Council meeting. The construction will begin on
August 20, 2007 and should be completed by August 24, 2007.
CONCLUSION:
It is recommended that Council/Agency adopt the attached Resolution approving plans and
specifications for the Elm Street Reconstruction Project and authorize staff to advertise the
project for bids.
ENVIRONMENTAL ASSESSMENT:
This is a project as defined under CEQA'but is Categorically Exempt (Section 15301c). A Notice
of Exemption will not be filed.
FISCAL IMPACT:
This project is approved in the FY 2007/08 Capital Improvement Program, for a total of
$100,000 in Redevelopment Agency funds. The following chart describes the project's funding:

RESOLUTION OF THE TOWN COUNCIL/REDEVELOPMENT AGENCY
OF THE TOWN OF LOS GATOS
APPROVING THE PLANS AND SPECIFICATIONS FOR
PPW JOB NO. 07-07 - ELM STREET RECONSTRUCTION PROJECT 930-0811 AND
AUTHORIZE STAFF TO ADVERTISE THE PROJECT FOR BIDS
WHEREAS, plans and specifications for the Elm Street Reconstruction Project have
been prepared by the Town Engineer and duly filed with the Clerk Administrator/Secretary; and
WHEREAS, the Town Council/Redevelopment Agency of the Town of Los Gatos has
reviewed said plans and specifications.
NOW, THEREFORE, BE IT RESOLVED THAT the Town Council/Redevelopment
Agency hereby approves the plans and specifications for the Elm Street Reconstruction Project.
BE IT FURTHER RESOLVED THAT the Clerk Administrator/Secretary is hereby
authorized and directed to advertise the Elm Street Reconstruction Project for bids in the manner
prescribed by the Town Municipal Code.

Agency of the Town of Los Gatos held on the 18th of June, 2007 by the following vote:
