16 Desk Item - Interim Town ManagertowN F MEETING DATE: 06/18/07 ITEM NO: 16 DESK ITEM !ps G At~S COUNCIL AGENDA REPORT DATE: June 15, 2007 TO: MAYOR AND TOWN COUNCIL FROM: RUMI PORTILLO, HUMAN RESOURCES DIRECTOR SUBJECT: ADOPT RESOLUTION APPOINTING AN INTERIM TOWN MANAGER EFFECTIVE JULY 22, 2007 UNTIL THE POSITION IS FILLED ON A PERMANENT BASIS RECOMMENDATION: Adopt resolution appointing Pamela Jacobs as Interim Town Manager for the period July 22, 2007 until such time a permanent Town Manager is appointed. DISCUSSION: Town Manager Debra Figone has accepted a position as the City Manager for the City of San Jose and will be vacating her position with the Town'effective July 21. The Town Council is engaging in a recruitment process to select a new Town Manager and it is anticipated that the recruitment may take up to four months to complete. To provide continuity and leadership, it is recommended that Assistant Town Manager Pamela Jacobs be appointed as Interim Town Manager, until a new Town Manager is appointed. The compensation for Pamela. Jacobs for the interim assignment is recommended at 15% above her base salary as Assistant Town Manager. All other employment terms and conditions for Ms. Jacobs will remain unchanged. ENVIRONMENTAL ASSESSMENT: Is not a project defined under CEQA, and no further action is required. FISCAL IMPACT: Funds to implement this agreement are included in the Adopted FY 2007-08 Annual Budget. PREPARED BY AUmi PORTILLO Human Resources Director CADocuments and Settings\rportillo.LOSGATOSCA\Desktop\Interim TM\Interim TM Desk Item 06-14-07.doc r If Reviewed by: Assistant Town Manager Town Attorney Clerk Administrator Finance Community Development RESOLUTION RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LOS GATOS APPOINTING AN INTERIM TOWN MANAGER UNTIL SUCH TIME A PERMANENT TOWN MANAGER IS APPOINTED WHEREAS, the current Town Manager has accepted a position in another agency and will vacate the position of Town Manager effective July 21, 2007; and WHEREAS, the Town is in the process of conducting a recruitment for a new Town Manager; and; WHEREAS, Pamela Jacobs is an experienced executive manager currently serving as the Assistant Town Manager for the Town and the Town desires that she be appointed as Interim Town Manager while the Town conducts a recruitment to fill the position. on a permanent basis; and WHEREAS, Pamela Jacobs is willing and able to serve in the interim assignment; and WHEREAS, in recognition of the additional duties, Pamela Jacobs should receive interim compensation of 15% above her base salary as Assistant Town Manager; and WHEREAS, all other terms and conditions of employment for Pamela Jacobs remain the same. RESOLVED, by the Town Council of the Town of Los Gatos, County of Santa Clara, State of California, that the Town of Los Gatos hereby authorizes the appointment of Pamela Jacobs as Interim Town Manager until such time the position is filled on a permanent basis, with compensation at 15% above her base salary as Assistant Town Manager.
