ADOPT RESOLUTION TO REJECT THE BID FOR THE BALZER FIELD
REST ROOM REMODEL AND EXPANSION AND AUTHORIZE STAFF TO
RE-ADVERTISE THE PROJECT FOR BIDS
RECOMMENDATION:
Adopt resolution to reject the bid for the Balzer Field Rest Room Remodel and Expansion and
authorize staff to re-advertise the project for bids.
BACKGROUND:
The FY 2006-07 Capital Improvement Program designates $141,174 in State Proposition 12
Parks Grant funding for the Balzer Field Restroom Remodel and Expansion. This project will
expand and remodel the existing rest room at Balzer Field. The project is consistent with the
Town's goals to improve public health and safety and meets the eligibility requirements for this
State grant program.
DISCUSSION-
Staff prepared plans and specifications for Balzer Field Rest Room improvements. On February
14, 2007, only one sealed bid was received: Santa Clara Valley Corporation submitted a bid in
the amount of $168,538. The bid received was deemed unacceptable on the basis of cost,
$27,364 in excess of the project budget which includes a large contingency. Staff has determined
that it would be more prudent to rebid this project again to receive more bids and better cost.

Several contractors that were expected to bid on the project informed the Town that they were
not able to bid at this time due to their internal workloads and would bid if there was another
opportunity.
If authorized by the Council, further project scheduling assessment will be accomplished by staff
and the bid package will be re-advertised for a contract to be awarded on March 19, 2007. Staff
anticipates that the actual project can start in April 2007 and be completed by June 2007.
CONCLUSION:
Staff recommends that the Council reject the bids for the Balzer Field Rest Room Remodel and
Expansion project.
ENVIRONMENTAL ASSESSMENT:
This is a project as defined under CEQA but is Categorically Exempt (Section 15301c). A Notice
of Exemption will not be filed.
FISCAL IMPACT:
There is no fiscal impact at this time.

RESOLUTION OF THE TOWN COUNCIL
OF THE TOWN OF LOS GATOS
TO REJECT BIDS FOR PPW JOB NO. 04-60 - PROJECT 0608
BALZER FIELD REST ROOM REMODEL AND EXPANSION AND
AUTHORIZE STAFF TO RE-ADVERTISE THE PROJECT FOR BIDS
WHEREAS, bids were sought in conformance with State and Town law for PPW Job
No. 04-60 - Balzer Field Restroom Remodel and Expansion Project; and
WHEREAS, Santa Clara Valley Corporation submitted a bid to the Clerk Administrator
on February 14, 2007; and
WHEREAS, the bid submitted was deemed unacceptable on the basis of cost far in
excess of the project budget.
NOW, THEREFORE, BE IT RESOLVED, by the Town Council of the Town of Los
Gatos, County of Santa Clara, State of California, that Council reject the bid and authorize staff
to re-advertise for bids for PPW Job No. 04-60 - Balzer Field Rest Room Remodel and
Expansion Project.
PASSED AND ADOPTED, at a regular meeting of the Town Council of the Town of
Los Gatos, California, held on the 20th day of February, 2007 by the following vote:
