FOR THE BALZER FIELD RESTROOM REMODEL AND
EXPANSION PROJECT (0608) AND AUTHORIZE STAFF TO
ADVERTISE THE PROJECT FOR BID.
B. AUTHORIZE BUDGET REVENUE ADJUSTMENTS AS FOLLOWS

1) $11,174 IN STATE PROPOSITION 12 PARK BOND FUNDS.
2) $13,826 FROM RESERVE FOR FUTURE YEAR'S CAPITAL

C. AUTHORIZE $25,000 PROJECT BUDGET EXPENDITURE
ADJUSTMENT FOR THE PROJECT (410-0608) AS FOLLOWS:
1) $11,174 IN STATE PROPOSITION 12 PARK BOND (FUND 410-
0608).
2) $13,826 FROM THE GENERAL FUND RESERVE FOR FUTURE
YEAR'S CAPITAL PROJECTS (FUND 400-0608).
RECOMMENDATION:
1. Adopt Resolution approving plans and specifications for the Balzer Field Restroom
Remodel and Expansion Project (0608) and authorize staff to advertise the project for
bid.
2. Authorize budget revenue adjustments as follows for the Project (0608):
1) $11,174 in State Proposition 12 Park Bond Funds.
2) $13,826 from Reserve for Future Year's Capital Projects Fund.
3. Authorize $25,000 project budget expenditure adjustment for the Project (410-0608) as
follows:
1) $11,174 in State Proposition 12 Park Bond (Fund 410-0608).
2) $13,826 from the General Fund Reserve for Future Year's Capital Projects (Fund 400-
0608).

BACKGROUND:
The FY 2006-07 Capital Improvement Program designates $130,000 in State Proposition 12
Parks Grant funding for the Balzer Field Restroom Remodel and Expansion. This project is
consistent with the Town's goals to improve public health and safety and meets the eligibility
requirements for this State grant program.
The current Balzer Field restroom facilities do not provide sufficient space for public use. The
existing facility has only two single-room restrooms which are in poor condition with frequent
breakdowns and need for repairs. This facility is heavily used by the general public who come to
the baseball field and who use Los Gatos Creek Trail.
DISCUSSION:
Staff determined there are three construction methods to improve Balzer Field's restroom
facility: 1) a complete demolition of the existing facility and replace with a pre-fabricated unit, 2)
complete demolition of the existing facility and build a new facility, or 3) expand and remodel
the existing facility. After careful review of these approaches and the estimated construction
costs, staff determined the most economical and practical approach is to expand and remodel the
existing facility (method 0).
This project will increase the square footage of the facility by 627 square feet, from 537 sq.ft. to
1,164 sq.ft.. It will remodel and expand the men's and women's restrooms, snack shack, and
storage area, and will upgrade the water lines and sewer pipelines. The project's expanded
storage room will provide the larger storage space needed by Little League and enable the
removal of the existing metal storage unit. Little League is in support of this project and are
looking forward to the construction and improvements to this facility. Staff has been in contact
with them to ensure that the project does not interfere with their season's activities, and the
Town will be providing portable restroom facilities during the construction period.
The project expenditures include design consultant services and Town staffing, (Public Works
Maintenance Workers and Building Inspector hours), both of which can be deemed as a Town
match toward the Roberti Z.Berg-Harris component of the State Proposition 12 Park Bond grant.
Staff recommends a $13,826 budget adjustment from the general fund reserve for capital projects
to meet this match component. The remaining project costs, ($141,174), are reimbursable by the
State Proposition 12 Park Bond grant.
Plans and Specifications for this project are complete and will be available for review in the
Clerk Department on the Friday before the Council meeting. It is anticipated that the
construction project will be awarded by the Town Council in February 2007 and construction
will begin in March 2007.

CONCLUSION:
It is recommended that the Council adopt the attached Resolution approving plans and
specifications for the Balzer Field Restroom Remodel and Expansion project and authorize staff
to advertise the project for bids. If Council approves the Balzer Field Restroom Remodel and
Expansion, it will be advertised and a construction contract will be presented for Council award
on February 20, 2007.
ENVIRONMENTAL ASSESSMENT:
This is a project as defined under CEQA but is Categorically Exempt (Section 15301e). A Notice
of Exemption will not be filed.
FISCAL IMPACT:
The project's budget is $130,000 with funding from the State Proposition 12 Park Bond funds.
The project's revised cost estimate is $155,000, an increase of $25,000 to cover replacement of a
sewer line and electrical panel not included in the original building estimate and a 10%
contingency. This increase is recommended to be met by an adjustment in Proposition 12 funds
($11,174) and the general fund Reserve for Future Capital Projects ($13,826). The following

RESOLUTION OF THE TOWN COUNCIL
OF THE TOWN OF LOS GATOS
APPROVING THE PLANS AND SPECIFICATIONS FOR
PPW JOB NO. 04-60 - BALZER FIELD RESTROOM REMODEL AND EXPANSION
AND AUTHORIZE STAFF TO ADVERTISE THE PROJECT FOR BIDS FOR
PROJECT 0608
WHEREAS, plans and specifications for the Balzer Field Restroom Remodel and
Expansion have been prepared by the Town Engineer and duly filed with the Clerk
Administrator; and
WHEREAS, the Town Council of the Town of Los Gatos has reviewed said plans and
specifications.
NOW, THEREFORE, BE IT RESOLVED THAT the Town Council hereby approves
the plans and specifications for the Balzer Field Restroom Remodel and Expansion project.
BE IT FURTHER RESOLVED THAT the Clerk Administrator is hereby authorized
and directed to advertise the Balzer Field Restroom Remodel and Expansion project for bids in
the manner prescribed by the Town Municipal Code.
