JIMMY ZHANG AS STUDENT PARKS COMMISSIONER
RECOMMENDATION:
Accept Parks Commission recommendation to appoint Jimmy Zhang as student Parks
Commissioner.
BACKGROUND:
The Parks Commission has residency requirements and a recruitment and appointment process
for student members. Students are generally recruited during the recruitment period from April
through June. Following the June application deadline, a student's eligibility is confirmed by the
Clerk Department. Qualified students are then interviewed by a sub-committee of the
commission to which they are applying. The sub-committee's recommendation is then forwarded
to the respective commission for approval if time allows and then to Council for appointment.
The student commissioner, appointed by Council, begins their term of office immediately after
taking the Oath of Office. No applicants were received during the April through June time frame
for a student Parks Commissioner.
DISCUSSION:
The Parks Commission has two student vacancies, and one application was received on
November 7, 2006. On November 21, 2006, a sub-committee of the Parks Commission held
interviews and recommended that Jimmy Zhang be appointed to serve on the Commission.

CONCLUSION:
It is recommended that the Council accept the recommendation from the Parks Commission and
appoint Jimmy Zhang as a student Parks Commissioner.
ENVIRONMENTAL ASSESSMENT:
This is not a project defined under CEQA, and no further action is required.
FISCAL IMPACT:
There is no fiscal impact.
