FIGONE, TOWN MANAGER ~Y` ` J CD ADOPT COUNCIL COMMITTEE APPOINTMENTS EFFECTIVE JANUARY 2007 RECOMMENDATION: Adopt Council Committee Appointments effective January 2007. DISCUSSION: Mayor Joe Pirzynski has appointed Council Members to Town boards and committees and various regional commissions, boards, and committees as shown on the attached Council Committee Appointment Roster (Attachment No. 1). Also attached is a list of Council Ad Hoc Committee Assignments as of December 14, 2006 (Attachment No. 2). As Council is aware, ad hoc liaison assignments are made with the concurrence of the Town Council. Ad hoc assignments have been classified into three categories: 1) Policy Guidance to Town Staff; 2) Town Representation on Community Initiatives; and 3) Mayor and Vice Mayor Assignments. Council members assigned to provide policy guidance to staff work with staff as needed on projects and/or events which are complex, usually have a long time horizon and may have a significant impact on the community. The time horizon of the project is such that periodic policy check-ins with assigned Council liaisons are important to keeping the project moving forward to the point where a recommendation can be made to the full Council. Although ad hoc assignments are expected to sunset once the project/event has been completed, assignments may be changed or added during the course of the year depending on specific needs or issues. Given the active engagement of this community, there are many initiatives in which Council members are invited to participate and that are underway at any one point in time. Initiatives that rise to the level of an ad hoc liaison assignment are those where, in the Council's judgment, formal representation to the effort by the Town government would be of benefit to the community. In this category, two assignments are carried over from the prior year: the Katrina Consortium and Alive and Loving Life. As indicated on Attachment 2, no assignment has been made to Alive and Loving Life as its status as a community initiative is under review by the Mayor with the Town Manager and the Police Chief. A new assignment has been formally added which is the Character Education Task Force. This is an initiative of the Los Gatos Union School District in which Council member, McNutt (as the former Mayor) and Council member Wasserman participated in over the last year. Given the importance of this initiative to the full community, Mayor Pirzynski has brought this forward as a formal liaison assignment. "Mayor and Vice Mayor Assignments" reflect prior Council practice and/or direction. This includes the assignment to the Mayor and Vice Mayor to serve as liaisons to the Youth Commission by periodically meeting with the Chair and Vice Chair and/or checking in with the Commission given it was formed just three years ago and is still developing. The Council Committee Appointment Roster will be effective January 2007 and has been updated to reflect the appropriate contact information and meeting time and place. Staff will work with the Council Committee appointees as needed to assist them with committee assignments.
