RECOMMENDATION:
Consider cablecasting and video streaming Town Planning Commission meetings.
PURPOSE:
The purpose of this report is to provide the Council with information to guide its discussion
concerning the cablecast and video streaming of Town Planning Commission meetings and
obtain Council direction regarding next steps.
BACKGROUND:
The Town Manager received a request from the Mayor to place the consideration of cableasting
and video streaming of Town Planning Commission meetings on the Council agenda. Based on
the recent video streaming of the Town Council meetings, this staff report presents logistical and
funding information related to the cablecast and streaming of Planning Commission meetings.
DISCUSSION:
During the 2005 Council Retreat, Council explored the issue of cablecasting Planning
Commission meetings. Various communication alternatives were discussed, for which there was
no direction to proceed. In light of the new video streaming service, the Mayor has
recommended that Council discuss making the Planning Commission meetings available to the
public through KCAT15 and the Town's website.

Should Council direct staff to televise the Planning Commission meetings, it is anticipated that
the meetings could be cablecast and video streamed by late winter or early spring 2007. This
timeframe would also include any necessary commission and staff training. The FY 2006/07
Operating Budget includes funding to support these services. It is anticipated that the annual
cost to cablecast the Planning Commission meetings would be $20,000. There is no additional
annual cost to video stream the Planning Commission meetings.
CONCLUSION:
If Council approves the cablecast and video streaming of Planning Commission meetings, staff
would amend the existing agreement with KCAT to provide additional cablecast services and
bring it forward for Council's consideration. It is anticipated that cablecast and video streaming
of the meetings would occur after installation of new Planning Commissioners. Funding is
available in the FY 2006/07 Operating Budget to cablecast and video stream the Planning
Commission meetings.
FISCAL IMPACT:
The current annual cost to cablecast and video stream Town Council meetings is $32,000.
Funding is available in the FY 2006/07 Operating Budget in the Non-Departmental program to
cablecast the Planning Commission meetings. There would be no additional cost associated with
the video streaming of the Commission meetings. The total estimated annual cost to cablecast
and video stream both the Town Council and Planning Commission meetings is $52,000.
