AMEND CAPITAL IMPROVEMENT PROGRAM BUDGET TO ADVANCE PPW JOB NO. 06-15, KNOWLES DRIVE RAILROAD CROSSING IMPROVEMENT PROJECT FROM THE PLANNED PROJECT TIMELINE OF FISCAL YEAR 2009/10 TO THE CURRENT FISCAL YEAR 2006/07. B. AUTHORIZE BUDGET REVENUE ADJUSTMENT OF $22,700 RECEIVED FROM COMMUNITY DONATIONS TO THE KNOWLES DRIVE RAILROAD CROSSING IMPROVEMENT PROJECT. C. AUTHORIZE BUDGET EXPENDITURE ADJUSTMENT OF $22,700 FOR THE KNOWLES DRIVE RAILROAD CROSSING IMPROVEMENT PROJECT. RECOMMENDATION: 1. Amend Capital Improvement Program Budget to advance PPW Job No. 06-15, Knowles Drive Railroad Crossing Improvement Project ' from the planned project timeline of fiscal year 2009/10 to the current fiscal year 2006/07. 2. Authorize budget revenue adjustment of $22,700 received from community donations to the Knowles Drive Railroad Crossing Improvement Project. 3. Authorize budget expenditure adjustment of $22,700 for the Knowles Drive Railroad Improvement Project. BACKGROUND: The Knowles Drive Railroad Crossing Improvement Project is currently approved in the FY 2009/10 Capital Improvement Program to rehabilitate the asphalt roadway abutting the Union Pacific Railroad crossing on Knowles Drive. The process to coordinate this project with the railroad was anticipated to be lengthy, therefore was programmed for FY 2009/10. However, PREPARED BY: JOHN E. CURTIS .Director of Parks and Public Works NAB&E\COUNCIL REPORTS\06- l5.railroad.improve.knowles.drive.doc Reviewed by: Assistant Town Manager Town Attorney Clerk Administrator Finance Community Development PAGE 2 MAYOR AND TOWN COUNCIL SUBJECT: KNOWLES DRIVE RAILROAD CROSSING IMPROVEMENT PROJECT AUGUST 17, 2006 staff has successfully obtained authorization to repair'this site from both Union Pacific and Santa Clara Valley Transportation Agency (VTA), and funding from the nearby Sobrato development project to enable this project to be completed sooner. DISCUSSION: Staff discussions with Union Pacific and Santa Clara Valley Transportation Agency (VTA) to improve the Town's three railroad crossings have been cooperative and productive this year. As a result, the railroad crossings on Winchester Boulevard and Wedgewood Drive were repaired by Union Pacific this past spring. The remaining railroad crossing at Knowles Drive is the only railroad crossing in Town that remains in poor condition. VTA is providing the Town an encroachment permit with no fee (it is their right-of-way). The FY 2009/10 project budget estimated the cost to repair this section of roadway at $60,000. Staff conducted an informal bid process and received two sealed bids for this project on August 8, 2006. The low bidder was Duran & Venables at $20,500, whereas the higher bid was near the engineer's estimate. Council approval is necessary to bring the project forward to this fiscal year and to revise the project's revenue and expenditures. CONCLUSION: Staff recommends the Capital Improvement Project Budget for FY 2006/07 include the Knowles Drive Railroad Crossing Improvement Project. Funding and expenditures is anticipated to be $20,500 to complete the project, with remaining balance for materials and staff labor expenses. ENVIRONMENTAL ASSESSMENT: This project is defined under CEQA, and no further action is required.
