ADOPT RESOLUTION APPROVING PLANS AND SPECIFICATIONS FOR CURB, GUTTER, AND SIDEWALK REPAIR AND REPLACEMENT AND AUTHORIZE STAFF TO ADVERTISE THE PROJECT FOR BIDS B. AUTHORIZE BUDGET ADJUSTMENT TO TRANSFER $1,840 FROM PROJECT 0349 TO THE N. SANTA CRUZ AVENUE/ROBERTS. ROAD CROSSWALK IMPROVEMENT-PROJECT 0713 RECOMMENDATION: 1. Adopt Resolution approving plans and specifications for Curb, Gutter and Sidewalk Replacement and authorize staff to advertise the project for bids. 2. Authorize budget adjustment to transfer $1,840 from project 0349 to the N. Santa Cruz Avenue/Roberts Road Crosswalk Improvement Project 0713 BACKGROUND: The adopted Capital Improvement Program designates funding for the annual Curb, Gutter, and Sidewalk Replacement. Program and is consistent with the Town's goals to improve public safety. The primary cause of damage to curbs, gutters, and sidewalks is. tree root growth. The Town has many mature trees that were planted years ago, and despite their beauty, have outgrown the small planter areas which they are located in and their roots have grown under sidewalks, and in some cases, under the roadway causing uplifts and extensive damage. Location for repairs and replacement work are identified throughout the year by Parks and Public Works Department staff. In conjunction with the replacement of damaged concrete, tree roots are also pruned to minimize further damage to the new curb, gutter, and sidewalks. This Curb, Gutter, and Sidewalk Replacement project is expected to start in October - --and-be completed by December. -Plans and Specifications--for-PPW Job No. 06-07-- are-complete and will be available for review in the Clerk Department on the Friday before the Council meeting. Additionally, staff recommends a budget adjustment to transfer $1,840 from the Curb, Gutter and Sidewalk (Project 0349) to the N. Santa Cruz. Avenue/Roberts Road Crosswalk Improvement (Project (0713), as the improvements for the crosswalk at N. Santa Cruz Avenue and Roberts Road are related to the Curb, Gutter and Sidewalk Program purpose. The crosswalk project has curb "bulb-outs" to increase pedestrian visibility and safety. An informal bid process was conducted earlier this summer and the lowest bid was $181-840. Revenues estimated at $25,000 from community benefit received to date for this project are $17,000. The project is planned for completion in August before school starts. This year's Curb, Gutter and Sidewalk project will have a remaining balance of $17,332 after this transfer.. CONCLUSION: It is recommended that the Council adopt the attached Resolution approving plans and specifications for the Curb, Gutter, and Sidewalk Replacement Project and authorize staff to advertise the project for bids. If Council approves the Curb, Gutter and Sidewalk project, it will be advertised and a construction contract will be presented for Council award on September 18, 2006, and if Council approves the budget adjustment to transfer funds to the N. Santa Cruz Avenue/Roberts Road Crosswalk project, it will be constructed in August. ENVIRONMENTAL ASSESSMENT: This is a project as defined, under CEQA but is Categorically Exempt (Section. 15301©). A Notice of Exemption will not be filed. Santa Cruz Avenue/Roberts Road Crosswalk Improvements totals the proposed use of 0342 project funds to $81,840. AND SIDEWALK REPLACEMENT FOR FISCAL YEAR 2006-07 AND AUTHORIZE STAFF TO ADVERTISE THE PROJECT FOR BIDS WHEREAS, plans and specifications for the Curb, Gutter, and Sidewalk Replacement project have been prepared by the Town Engineer and duly filed with the Clerk Administrator; and WHEREAS, the Town Council of the Town of Los Gatos has reviewed said plans and specifications. NOW, THEREFORE, BE IT RESOLVED THAT the Town Council hereby approves the plans and specifications for the Curb, Gutter, and Sidewalk Replacement Project. BE IT FURTHER RESOLVED THAT the Clerk Administrator is hereby authorized and directed.to advertise the Curb, Gutter, and Sidewalk Replacement project for bids in the manner prescribed by the Town Municipal Code."
