SCHEDULED FOR SEPTEMBER 6-9,2006 IN SAN DIEGO, CALIFORNIA
RECOMMENDATION:
Appoint Debra Figone, Town Manager, as the primary voting delegate and Jenny Haruyama,
Administrative Programs Manager, as the alternate voting delegate for the League of California
Cities Annual Conference scheduled for September 6-9, 2006 in San Diego, California.
BACKGROUND:
Each year the League of California Cities conducts an annual conference to discuss key
legislative, social, fiscal, and service issues affecting California communities. One important
aspect of the conference is its annual business meeting where the League membership takes
action on conference resolutions. Annual conference resolutions guide cities and the League in
efforts to improve the quality, responsiveness, and vitality of local government in California.
DISCUSSION:
To expedite the annual business meeting, participating cities/towns have been asked to designate
a primary and alternate voting representative for voting purposes. League by-laws indicate that
each city/town is entitled to one vote in matters affecting municipal or League policy. It has
been the Council's past practice to select the Mayor as the primary voting delegate and the Vice
Mayor as the alternate voti delegate. However, due to scheduling conflicts, both the Mayor

and the Vice Mayor will be unable to serve as the primary and voting delegates. In their
absence, the Mayor has recommended that Debra Figone, Town Manager, serve as the primary
voting delegate and Jenny Haruyama, Administrative Program Manager, serve as the alternate
voting delegate. Staff has confirmed with the League that under these circumstances, it is
acceptable to designate a staff member as a voting delegate in the event an elected official is not
available.
Prior to the annual conference, the proposed conference resolutions will be available to member
cities for review and discussion. Upon timely receipt of the resolutions, staff will provide
Council with a resolution analysis and position recommendation for formal action. If the
conference resolutions are delayed, it is recommended that staff develop position
recommendations in consultation with the Mayor.
FISCAL IMPACT:
There is no fiscal impact associated with the Council appointment of a primary and alternate
voting delegate for the League of California Cities Annual Conference.
