ADOPT RESOLUTION APPROVING PLANS AND SPECIFICATIONS FOR THE MAIN STREET STREETSCAPE AND RESURFACING OF MAIN STREET AND LOS GATOS ALMADEN ROADS PROJECTS AND AUTHORIZING STAFF TO ADVERTISE THE PROJECT FOR BIDS' B. AUTHORIZE BUDGET ADJUSTMENT TO TRANSFER $142,940 FROM PROJECT ACCOUNT 930-0344 TO ACCOUNT 930-0217 RECOMMENDATION: 1. Adopt resolution approving plans and specifications for the Main Street Streetscape and Resurfacing of Main Street and Los Gatos Almaden Roads Projects, and authorizing staff to advertise the project for bids. 2. Authorize budget adjustment to transfer $142,940 from Project Account 930-0344 to Account 930-0217 BACKGROUND: This project. is a combination of two projects that have one common grant source: Surface Transportation Program (STP) grant funding. This project is the final phase of the downtown improvement project, to install "Villa Hermosa" sidewalks, curb and gutter at specific locations along Main Street, and to resurface both Main Street and Los Gatos Almaden Roads, combined in this report due to their common funding from the STP grant. In addition, grant funding was secured to leverage the Town's ability to pave roadways. With rising oil prices, asphalt and concrete costs and their related transportation costs are increasing. A combined total of $393,214 in Surface. Transportation Program (STP) grant funding has been awarded as follows: $115,710 to resurface Main Street, between College and Loma Alta Avenues, and $277,504 to resurface Los Gatos Almaden Road. The following discussion reviews the two components ofthis report: the Main Street Improvements and Los Gatos Almaden Road Improvements. Main Street Improvements: The scope of the work on Main Street includes removal and replacement of damaged and sub-standard sidewalks from Santa Cruz Avenue to College Avenue. The new sidewalks will be the Villa Hermosa style to match the rest of the sidewalks in the downtown area. There are some existing Villa Hermosa sidewalks along Main Street which will not be replaced, as they are functional and in good condition. The construction of sidewalks will be done in sections similar to the approach used on Santa Cruz Avenue. Each section will take five days to complete. It is likely two separate sections will be done in concert, to ensure timely completion of the project. The sidewalk replacement process will start on Monday with the removal of old sidewalk with the new sidewalk open to the public on Friday. During this five-day period, staff will make accommodations for customers to access businesses safely through the construction site, including pedestrian zones and walkways as needed. Additionally, the existing traffic signal at University Avenue and Main Street is an outdated signal system that will be replaced with a new signal system. There will be some roadway base repairs completed on Main Street in specific sections prior to the final paving, as well as the installation of underground conduit installation between Loma Alta and the Main Street bridge at College Avenue. Once all the aforementioned work is completed, an asphalt overlay will be placed on Main Street. Staff has been working with residents and merchants to determine their needs during the construction period and to address their concerns related to parking, delivery, traffic, and access. Two public meetings have been held to date with interested stakeholders to discuss the construction plans and to get their input as this proj ect moves forward. Similar to the reconstruction of Santa Cruz Avenue last year, staff will make every effort to complete this project expeditiously, while addressing the needs of the residents, merchants, and customers to the extent possible. Main Street will receive an asphalt overlay once the other components (sidewalks, underground conduit, curb and gutter repair) are completed. This is a simpler project than the work that took place last year on Santa Cruz Avenue. The asphalt overlay will be completed from Santa Cruz Avenue to Loma Alta Avenue after localized base and surface repairs are done. PAGE 3 MAYOR AND TOWN COUNCIL/ CHAIR AND MEMBERS OF THE REDEVELOPMENT AGENCY SUBJECT: MAIN STREET STREETSCAPE AND MAIN STREET AND LOS GATOS ALMADEN ROADS RESURFACING PROJECTS APRIL 26, 2006 In preparation of the asphalt overlay, there will be grinding of the asphalt edge next to the gutter lines. For this work, parking along Main Street will be restricted. It is anticipated that this work will take one day to complete. For the actual paving day, there will also be parking restrictions on Main Street. The paving work is anticipated to be completed in three days, and parking restrictions will only be applied to a specific section of the road which will be paved on a given day. Los Gatos Almaden Road Improvements: Los Gatos Almaden Road is a major collector street with a high daily vehicle volume, due to its close proximity to residential, school, medical, and business areas. Resurfacing this street is a priority for several reasons, including preserving the base condition, maintaining a high-use road and as it met the grant agency's requirements for an asphalt overlay. This grant, when combined with the Main Street STP grant, provides an opportunity for the Town to undertake a larger paving project and hopefully to get better bid prices for the project due to economies of scale. Since both of these grants required environmental clearances from Caltrans within the same time frame, it was acceptable by the State that they could be included in the same set of construction bid documents. This approach simplifies the process through Caltrans and combines the project into one paving project instead of three separate projects, each requiring their own individual process and administration. Recent rising oil prices are impacting asphalt and concrete costs, and may effect the amount of paving possible. Plans and specifications will be available for review in the Clerk Department by noon on May 1, 2006. CONCLUSION: It is recommended that the Town Council/Redevelopment Agency adopt the attached Resolution approving plans and specifications for the Main Street Streetscape and Resurfacing of Main Street and Los Gatos Almaden Roads Projects and authorize staff to advertise the project for bids, and authorize a budget adjustment to transfer remaining funds from the Alley Project to the Downtown Streetscape Project. If the Council/Agency acts as recommended, the project will be advertised and a construction contract will be presented for Council/Agency award on June 5, 2006. ENVIRONMENTAL ASSESSMENT: This is a project as defined under CEQA.but is Categorically Exempt (Section 15301 [c]). A Notice of Exemption will not be filed. Main Street and Los Gatos Almaden Roads Projects have been prepared by the Town Engineer and duly filed with the Clerk Administrator/Secretary of the Redevelopment Agency; and WHEREAS, public improvements are of benefit to the project area or the immediate neighborhood of the project area; and WHEREAS, no other reasonable means of financing such public improvements are available to the community; and WHEREAS, the Redevelopment Agency's contribution to the cost of the public improvement will assist in elimination of one or more blighting conditions in the project area; and WHEREAS, the Town Council/Redevelopment Agency of the Town of Los Gatos has reviewed said plans and specifications. NOW, THEREFORE, BE IT RESOLVED THAT the Town Council/Redevelopment Agency hereby approves the plans and specifications for the Main Street Streetscape and Resurfacing Main Street and Los. Gatos Almaden Roads Projects. BE IT FURTHER RESOLVED THAT the Clerk Administrator/Secretary of the Redevelopment Agency is hereby authorized and directed to advertise the Main Street Streetscape and Resurfacing Main Street and Los Gatos Almaden Roads Projects for bids in the manner prescribed by the Town Municipal Code. .
