Attached is background material for the Council discussion at the Saturday, January 28th session of
the 2006 Council Retreat. The material provides selected demographic information about Los Gatos,
a comparison of state and Town demographics, Los Gatos and U.S. trends, regional trends, and Los
Gatos sales tax data. It is not expected that staff will present the information at the Retreat; rather,
the Council is being provided this information as background for the discussion about the vision for
Los Gatos in the year 2020 and key strategic issues related to the vision.

Population*
Population in Los Gatos is estimated to have declined by 1.9% between
2000 and 2005. Over the next five years, the population is projected to
decline by 2.0%.
Population in the U.S. is estimated to have grown by 4.9% between 2000
and 2005. Over the next five years, the population is projected to grow by
4.9%.
Median Age*
■ 2005 estimated median age in Los Gatos is 44.0. In 2010, it is estimated
to be 46.6.
2005 estimated median age in U.S. is 36.2. In 2010, it is estimated to be
37.4.
Internet Usage**
In 2003, 87% of LG residents and 61.2% of residents 65 and over had
access to the Internet.
In the U.S., 54.6% of total households had access and 29.4% of
households run by 65 year olds and over.
Interesting Trends and Projections***
Third Place - Americans are starting to claim a "third place" for spending time. In
addition to the two primary places, home and work or school, people are seeking
a third place. Typical third places are coffee shops, gyms, libraries, churches,
parks/trails, and others.
Cocooning - People are feeling the need for security and safety and are
returning to the comforts of home (or maybe of their third place as noted above).
This migration back to home is taking the form of the family dinner or outing.
Mr. Moms - Generation X dads are spending more time with their families, by
being a stay-at-home parent, giving up promotions, working part-time, etc.
Baby Boomers Redefine Old - Given their large numbers, baby boomers can call
the shots about age. Surveys say that boomers define "old age" as starting at
80. As boomers develop special age-related needs (e.g., seeing, hearing, and
getting around issues), they will look for accommodation that doesn't feel/look
like something for the elderly.

Economy
■ Despite continuing job loss in the Valley, productivity and per capita
income has increased.
■ Silicon Valley venture capital investments increased by 15% in 2004 -
rising for the first time since the peak in 2000. The region receives 35% of
the nation's venture capital, up from 14% in 1995.
■ The economic base of the region is shifting, as established industry
clusters such as software and semiconductors transform (moving more to
a design focus) and new clusters such as biomedical emerge.
■ Commercial vacancy rates continue to rise, and commercial space rents
are increasing for the first time since 2000, with the exception of R & D.
■ The Bay Area has the lowest rate of households connected to the Internet
among similar technology areas in the U.S. (Los Gatos' rate is higher
than any of the other regions.) The percentage of households using
broadband (DSL) or cable-modem service in the Bay Area is lower than
other technology regions, but higher than the nation as a whole.
Land Use, Development and the Environment
■ The pattern of new development has shifted toward much more compact,
transit-oriented housing and commercial uses, along with greater open-
space preservation.
■ Newly approved.housing is more dense than at any time in the past six
years. Average gross density grew from 6.6. units per acre in 1998 to
12.9 units per acre in 2003.
■ The percentage of permanently protected open space has grown from
22% in 1998 to 26% in 2004.
■ Silicon Valley cities approved 37% more new housing in 2004, but only
14% of approvals were affordable compared to 23% in 2003.
■ The Valley's households and businesses consumed less electricity in
2003 than in 2004 primarily due to a decline in employment. Per capita
electricity use has increased. The installation of solar systems has
increased, however, growing from 5 in 1998 to 315 in 2004 (October).

Of the annual total sales tax received by the Town, the latest 2"" quarter 2005 collections
data indicate the following trends:
• Sales Tax accounts for approximately 30% of General Fund operating revenues used
to deliver Town services.
• Netflix is the Town's #1 sales tax generator. Auto dealerships represent 7 of the top
ten sales tax generators. The tenth top sales tax generators is a retail gas station
located on Los Gatos Boulevard. Safeway stores with 3 locations finished the year at
the eighth position in the top ten.
• Auto Dealerships revenue prior to the closing of two dealership locations (Swanson
Ford and Los Gatos Auto Mall) account for approximately 23% of the total Town
sales tax. If the two dealerships are lost permanently, auto dealer sales tax revenue is
estimated to drop to approximately 18% of total Town sales tax representing a loss of
approximately $300,000 to $400,000 in annual operating revenues.
• Downtown businesses account for approximately 20%0 of total Town sales tax (gas
stations represent 3,2% of this total).
