RECOMMENDATION:
Accept donation of up to two drinking fountains from the Rotary Club of Los Gatos for placement
in two Los Gatos parks.
BACKGROUND:
The Rotary Club of Los Gatos has submitted a proposal to the Parks and Public Works Department
to donate two drinking fountains for the Town Plaza and Blossom Hill Parks, to upgrade the existing
drinking fountains to wheelchair compatibility. The Rotary Club's proposal was received on
November 9, 2005.
DISCUSSION:
The park equipment, including drinking fountains, is of varying types and conditions, due to when
it was installed and types of available equipment at the time. Although the Town's equipment is in
safe operating condition, many pieces of equipment are becoming outdated. The drinking fountains
identified for replacement are good examples of equipment in operating order yet outdated. As
upgrades to the Town parks are conducted over the next several years, Americans with Disabilities
Act (ADA) improvements will be a key component to increase park access according to ADA
standards. This donation is a contribution toward that goal.

CONCLUSION:
As this donation will increase ADA access and upgrade a component of the parks infrastructure, it
is recommended to accept the donation of up to two drinking fountains valued over $4,000.
ENVIRONMENTAL ASSESSMENT:
Is not a project defined under CEQA, and no further action is required.
FISCAL IMPACT:
There is no direct fiscal impact. The two new fountains' installation will be conducted by Parks
Program staff during normal business hours, absorbing any cost of installation. As one of the
fountains being replaced is very outdated and in poor condition, only one of the older fountains is
suitable for re-installation at another Town park; the location is yet to be determined. A plaque will
be installed on the fountains to acknowledge the gift from Rotary. Staff will work with Rotary to
ensure the plaque meets the town's standards. The Town may pay for the plaque as a means to ensure
it meets the Town's aesthetic requirements. Funds would be available in the Parks and Public Works
budget to cover these costs if necessary.

The Rotary Club of Los Gatos Rotarians, wanting to improve the quality of life and provide
assistance fora better living in the community, proposes to -provide to the town of Los
Gatos up to two (2) ADA drinki.ng_ fountains. These are to be. placed in the Town Plaza
Park (A) and in the Blossom Hill Park (B) as replacement for the ones presently installed,
which do not provide wheel chair access. An alternate location would be the Town Plaza
Park opposite the Post Office (C). See photos A, B & C.
These water fountains would feature an integral -wheelchair arm, with water bubbler, to
provide access for the disabled., in accordance with. the Americans with. Disabilities Act. in.
addition, these fountain(s) provide water bubblers to pets or guide dogs, to thus service
men's best friend, as well as other human friendly animals. A 3`d "normal" water bubbler is
included as weir. See specifications and photo D.
The Los Gatos Park and Recreation Dept. has tentatively approved this proposal and
project. The fountains would match the decor and color scheme of the parks, and would
thus comply with the town's decor requirements.
Installation of the fountain(s) may be undertaken and completed by the town's Parks Dept.
to thus assure town ordinance compliance. These fountains being replacements, the effort
for the installation is nominal. Thi's is to be finalized upon LG City Council approval.
Completion of this project -is projected to -be within 4 months of City -Council approvals.
The fountains would have 2 bronze plaques: 1) Rotary Wheel and Rotary 4 -way test, 2)
Rotary Club identification, etc. See attachments.
These fountains will be purchased from Murdock, Cincinnati, Ohio, and .all procurement
costs covered by the Rotary Club of LG.
'Fountain cost: $1,850 ea. plus $200 for shipping.

This unit is fabricated of 14 gauge steel and powder-coated. If a more
