Main Street Los Gatos, CA 95030 Council/Agency Meeting Date: 12/5/2005 Item# 10- TIME ITEM 111 FACTION ON ITEM 7:00 PM TOWN COUNCIL The Town Council/Parking Authority/Redevelopment Agency of the Town of Los Gatos met in the Council Chambers of the Town of Hall, 110 East Main Street, at 7:00 PM, November 21, 2005, in a joint regular session. 7:01 PM ROLL CALL Present: Steve Glickman, Diane McNutt, Joe Pirzynski, Barbara Spector, and Mayor/Chairman Mike Wasserman Absent: None 7:02 PM PLEDGE OF The audience was invited to participate in the Pledge of Allegiance. ALLEGIANCE 7:03 PM CLOSED SESSION CONFERENCE WITH LABOR NEGOTIATOR (Government Code Section 54957.6) Town Lead: Rumi Portillo, Human Resources Director Employee Organization: Police Officer's Association Mr. Korb stated that direction was given and no action was taken. 7:04 PM COMMENDATIONS Commendations • Laura Bajuk, Director - Forbes Mill Museum Mr. Wasserman presented Laura Bajuk with a commendation thanking her for her years of service at the Forbes Museum. Certificate of Achievement for Excellence in Financial Reportinp, • Steve Conway, Director of Finance Mr. Wasserman presented a certificate of achievement to the Town of Los Gatos for excellence in financial reporting. Steve Conway, Director of Finance, accepted the report on behalf of the Town of Los Gatos. Town Council Minutes Redevelopment Agency November 21, 2005 Los Gatos, California COMMENDATIONS Continued Mr. Wassserman presented the Town with a check for $20,000 dollars offered by Doctor Joan Olaff with the Los Gatos Medical Center for the promotion of soccer fields in Los Gatos. 7:09 PM CONSENT ITEMS TOWN COUNCIL #1-8 1. Accept Schedule of Public Hearings. (1-28) 2. Ratify payroll for the month of October, 2005. (2-V) ITEM # 8 3. Ratify accounts payable for October, 2005. (3-V) WAS PULLED 4. Accept request from Los Gatos Chamber of Commerce for placement of temporary structure in Town Plaza to support Holiday Carriage Ride Program. (4-8) 5. Adopt resolution authorizing the Town Manager to accept a donation from the Los Gatos Police Foundation in the amount of $5,348.00 for the purchase of 40 multi-use training mats for the Police Department. RESOLUTION 2005-119 (5-36) 6. Abatement of Hazardous Vegetation (Weeds) (6-33) a. Adopt resolution declaring hazardous vegetation (weeds) a public nuisance and providing for their abatement. RESOLUTION 2005-120 b. Set January 17, 2006 as a public hearing date on this annual program. REDEVELOPMENT 7. Ratify accounts payable for October, 2005. (7-V) Motion by Mr. Glickman to approve Consent Items #1-7. Seconded by Mr. Spector. 7:10 PM MAYOR CALLED Carried unanimously. Approve Council/Agency minutes of November 7, 2005 (8-V) PULLED ITEM Mr. Davis ITEM #8 • Commented on his statement in the November 7, 2005 meeting minutes relating to the lack of sidewalks along Blossom Hill Road between University Avenue and Roberts Road. Motion by Mr. Pirzynski to approve Consent Item #8. Seconded by Mr. Glickman. 7:15 PM MAYOR CALLED Carried unanimously. THE QUESTION 7:16 PM VERBAL Marian Cosgrove COMMUNICATION • Commented on the certification of public records for the Elected Town Clerk. • Commented that records she requested were not available to her at the time she came to the Clerk Department. Mr. Korb clarified that the records were made available at her desk and within the filing system. Mr. Davis • Commented regarding the schedule to build sidewalks along Blossom Hill Road. • Commented on the check of $20,000 for the promotion of soccer, and commented on park dedication fees from the Sobrato project to fund soccer fields. Mr. Korb clarified that the Government code does not allow the Town to assess park dedication fees from the Sobrato project. PUBLIC COMMENT 7:33 PM COUNCIL Consensus was given to accept report for the Economic Vitality Update. DISCUSSION 7:35 PM ITEM #10 ITEM #10 Council Matters COUNCIL • Verbal update on Town to Town Katrina Consortium. CONSORTIUM . Commented on groups within the Town contacting the counter parts in Pascagoula to extend support. COUNCIL . Commented that the Town website has information on the MATTERS Katrina Consortium. 7:38 PM ITEM #11 ITEM #11 None. MANAGER MATTERS 7:38 PM APPOINTMENT OF Motion by Mayor Wasserman to appoint Vice Mayor McNutt as Mayor MAYOR of the Town of Los Gatos. Seconded by Mr. Pirzynski. 7:40 PM MAYOR CALLED Carried unanimously. THE QUESTION 7:44 PM Vice Mayor Pirzynski commented on his responsibilities for the upcoming year which included: • Stated that he will continue to represent the community's points of view and work together to continue to make Los Gatos the wonderful community that is. • Looking forward to working with the Council and staff to continue policy making for 2006. 7:48 PM SWEARING IN OF Congressman Mike Honda was present to do the honor of a ceremonial THE MAYOR AND swearing in Mayor McNutt and Vice Mayor Pirzynski. VICE MAYOR 7:51 PM Council presented Mr. Wasserman with a commendation for a job well done as Mayor for 2005.
