AUTHORIZING STAFF TO ADVERTISE FOR BIDS
RECOMMENDATION:
Adopt Resolution approving plans and specifications for FY2004-05 Street Repair and Resurfacing
Program and authorizing staff to advertise for bids.
BACKGROUND. :
The adopted.Capital Improvement Program designates funding for the Street Repair and Resurfacing
Program and is consistent with the Town's goals to improve public safety and to improve the quality
of Town streets.
The Town's streetprogram is based on the Pavement Management System (PMS). All municipalities
in the Bay Area have to use this PMS program that is produced and distributed by the Metropolitan
Transportation Commission (MTC). MTC uses this PMS program to document and monitor the
street pavement condition in the Bay Area and to provide funding assistance for such work.
DISCUSSION:
Staff has been working on developing the most cost effective method of treatment for street
resurfacing to utilize the funding allocated to achieve the best result for the community. A report was
presented to the Council on December 4, 2004 on various options of resurfacing treatments, and staff
was directed to proceed with the option of using a combination of chip and slurry seal in the FY
2004-05 resurfacing project. Under this scenario, over 7 miles of town streets will receive this
surface treatment and the overall Pavement Condition Index ( PCI ) for the Town will be 72 once

The streets planned for resurfacing under this project are listed in Attachment 2. As noted below,
actual resurfacing of these streets will occur during FY 2005/06. As part of ongoing collaboration
with neighboring agencies, the Town is in discussions with the. City of Monte Sereno to include
resurfacing of approximately two miles of their streets as part of the Town's project. Combining the
street projects is an efficient approach to service delivery, and may lower the unit cost of the bid.
In concept, the City of Monte Sereno will pay Los Gatos for the cost of the work on their streets
based on final contract unit prices and will include an additional administrative fee for the Town's
processing and managing the project. Council will be notified if an agreement can be concluded
with Monte Sereno.
Staff will communicate with affected residents in the manner used for other public works projects. This
includes a letter several weeks in the advance of the work, informing the residents of the timing of the
work, the type of work to be done, and a Town contact for questions. About one week before the proj ect,
a second letter or a door hanger will remind the resident of the upcoming work. "No parking" signs will
be placed 72 hours in advance of the work to ensure access to the street for resurfacing.
The plans and specifications for the Street Repair and Resurfacing Program are complete and are
filed in the Clerk Department for review. The attached Resolution, if adopted, would formally
approve the plans and specifications and authorize staff to advertise the project for bids. This
resurfacing project is expected to start in August 2005 and is expected to be completed by September
2005.
ENVIRONMENTAL ASSESSMENT:
The entire project is statutorily exempt pursuant to Sections 15301 (a), 15301(f), and 15303(e) of
the State CEQA Guidelines.
FISCAL IMPACT:
The construction cost estimate for this project is $950,000. There is $1,041,668 budgeted in the
Proposed FY 2005/06-2009/10 Capital Improvement Program budget, consisting of $500,000 of new
allocation proposed for FY 2005/06 and an estimated $583,343 in carryover fund balance available
in this project from FY 2004/05, set to be heard at the May 16, 2005 Town Council Meeting. The
bid on this project will be awarded in FY 2005/06 and not the current fiscal year.
CONCLUSION:
It is recommended that the Council adopt the attached Resolution approving the plans and
specifications for the Street Repair and Resurfacing Program and authorize staff to advertise the
project for bids.

RESOLUTION OF THE TOWN COUNCIL
OF THE TOWN OF LOS GATOS
APPROVING THE PLANS AND SPECIFICATIONS FOR THE
PROJECT 04-16 - FY2004-05 STREET REPAIR AND RESURFACING PROGRAM
AND AUTHORIZING STAFF TO ADVERTISE THE PROJECT FOR BIDS
WHEREAS, plans and specifications for the FY 2004-05 Street Repair and Resurfacing
Program have been prepared by the Town Engineer and duly filed with the Clerk Administrator; and
WHEREAS, the Town Council of the Town of Los Gatos has reviewed said plans and
specifications.
NOW, THEREFORE, BE IT RESOLVED THAT the Town Council hereby approves the
plans and specifications for the FY 2004-05 Street Repair and Resurfacing Program.
BE IT FURTHER RESOLVED THAT the Clerk Administrator hereby authorized and
directed to advertise the Street Repair and Resurfacing Program for bids in the manner prescribed
by the Town Municipal Code.
