COMMISSION, AND YOUTH COMMISSION
RECOMMENDATION:
Adopt resolution to create a Bicycle Advisory Committee comprised of one member of the
Transportation and Parking Commission, Parks Commission, and Youth Commission.
BACKGROUND:
Town staff have sought grant funding for a variety of public works projects, so that the capital
projects in the Town will not burden the General Fund or other Town funds if project financing can
be found elsewhere. Several of the logical funding authorities are State agencies. Among them are
many that provide funding for qualified projects that reduce vehicular congestion, improve air
quality, encourage alternate forms of Transportation to increase bicycle commuting and convenience,
increase access and links to reduce vehicle trips, and increase safety. Staff has been reasonably
successful in obtaining funding from these sources and continues to apply for grants to fund
necessary projects.
Grants for bicycle route and system improvements are also available. Some among them require the
approval of an authorized citizens body to accompany the project application. These include
MTC/VTA Tier II Congestion Mitigation and Air Quality grants and State Bicycle Transportation
Account grants. This citizen body has been referred to elsewhere as a Bicycle Advisory Committee
and it is often comprised of appointed officials from one or more commissions in a jurisdiction.

The purpose of the attached resolution is to create a Bicycle Advisory Committee for the Town of
Los Gatos so that staff may submit bonafide grant applications to granting agencies for bicycle
system upgrades and improvements.
DISCUSSION:
A Bicycle Advisory Committee would be formed from the membership of three Commissions:
Transportation and Parking Commission, Parks Commission, and Youth Commission. Each ofthese
boards have interests which together, can contribute to the development by staff of applications for
grant supported bicycle projects.
The Transportation and Parking Commission already provides staff with input on roads and streets
where a substantial portion of the bike travelways are located.
The Parks Commission provides staff with input on trails, which are a primary element in the
Town's bike travelways system.
The Youth Commission can provide input on bike needs and travelway usage, which would be a
fundamental element in any grant application.
Together, a committee which can provide staff with assistance in these areas will be beneficial to,the
Town's efforts to secure grant funding for future bikeway projects. In many cases, their sign-off on
a proposed project is required by the funding authority in order to proceed.
The proposed Bicycle Advisory Committee would meet as required by staff to act on a proposed
project. Parks and Public Works would provide staff support.
CONCLUSION:
A resolution is attached for Council action.
ENVIRONMENTAL ASSESSMENT:
The recommended actions are not projects defined under CEQA, and no further action is required.
FISCAL IMPACT:
No additional fiscal impact to the Town will result from the recommended actions, except that grant
applications would receive an increased favorability because of this action.

RESOLUTION
RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LOS GATOS
ESTABLISHING THE BICYCLE ADVISORY COMMITTEE
WHEREAS, the Town of Los Gatos desires to submit proposals for grant funding to
granting authorities for improvements to the Town bikeways, and
WHEREAS, the Town has three standing Commissions whose roles are related to
advising on the development and use of a bikeway system in the Town, and
WHEREAS, the granting authorities may from time-to-time require the formal input
of a citizens committee which advises on bikeways in a jurisdiction that is applying for a grant.
NOW, THEREFORE, THE TOWN COUNCIL OF THE TOWN OF LOS GATOS
DOES HEREBY RESOLVE AS FOLLOWS:
1. There is hereby created a Bicycle Advisory Committee for the Town.
2. The Bicycle Advisory Committee shall consist of three (3) members, one (1) each
from the membership of the Transportation and Parking Commission, the Parks Commission, and
the Youth Commission.
a. The term of office shall be for one (1) year, beginning January 1 and ending
December 31. The term of office shall continue for such additional time as may be required for the
appointment to fill the next term.
b. The Committee members shall serve without compensation.
c. The Committee shall meet at least once each year on the first Wednesday in February,
and as required, to advise staff on matters relating to grant applications for proposed bikeway
proj ects.
d. The Committee shall conduct its meetings in compliance with the provisions of the
Ralph M. Brown Act (Government Code Sections 54950 and following).
e. The Committee shall elect a chair and vice-chair at an election to take place at the
first meeting of each calendar year.
f. Staff services as required shall be provided to the Committee by the Director of Parks
and Public Works, who shall also serve as Secretary of the Committee without vote.
g. Meeting attendance requirements will conform with current Town Resolution.
h. The Secretary of the Committee shall keep a record of all proceedings, resolutions,
findings, determinations, and transactions of the Committee, which records shall be a public record,
and a copy of which shall be filed with the Clerk Administrator.
3. Powers and Duties. The duties of the Bicycle Advisory Committee
a. Act in an advisory capacity to the staff in matters pertaining to bikeways on streets
and off-street trails.
b. Review policies and procedures on streets and trail.
c. Review periodic inventories of bikeways that exist or may be needed, and interpret
the needs of the public within these areas to the staff.
4. Not to affect powers of Town Council. Nothing in this resolution shall be construed
as restricting or curtailing any of the powers of the Town Council, or as a delegation to the Bicycle
Advisory Committee of any of the authority or discretionary powers vested and imposed by law in
such Council. The Town Council declares that the public interest, convenience, welfare and necessity
require the appointment of a Bicycle Advisory Committee to act in a purely advisory capacity to staff
for the purposes enumerated in this resolution.
