RECOMMENDATION:
Adopt resolution (Attachment 1) for National Arbor Day proclamation and annual observance.
BACKGROUND:
The Town annually observes National Arbor Day with a tree planting ceremony. Recognition of
National Arbor Day is also a requirement for the "Tree City U. S.A." award. The Town has received
the "Tree City U.S.A." award twenty-five (25) years in a row from the National Arbor Day
Foundation. The "Tree City U.S.A." Program is sponsored by The National Arbor Day Foundation
in cooperation with the National Association of State Foresters and the Department of Forestry. The
Town was notified of receiving this national recognition in February, 2005. (Attachment 2).
DISCUSSION:
The Town's commitment to preserve and enhance our urban forest is evidenced by the Town's
continued support of the following specific standards: Adoption and enforcement of a tree
ordinance; a comprehensive Urban Forestry Program; annual observance of Arbor Day; and, have
a legal tree governing body, the Parks Commission.
Los Gatos has a strong commitment to preserving and expanding its urban forest. The community
recognizes and supports the functional and aesthetic value of trees.

APRIL 6, 2005
Arbor Day will be observed in Town this year on Friday, April 29, 2005, on National Arbor Day.
Tree planting ceremonies will take place at Oak Meadow Park at 12:00 Noon with musical
entertainment performed by the Los Gatos Monte Sereno Pipe and Drum Band. Employees, Town
Council Members, and residents are invited to attend the ceremonies.
This year, the tree planting ceremony will be dedicated to honor and remember two extraordinary
Town volunteers, Shirley Henderson and Graham Burrows, who both recently passed away. Shirley
Henderson was active in the Chamber of Commerce's Beautification Committee, enriching the
beautification of Los Gatos and Graham Burrows was very active planting trees in streets and parks
during the past few years.
ENVIRONMENTAL ASSESSMENTS:
Is not a project defined under CEQA, and no further action is required.
FISCAL IMPACT:
No fiscal impact for the Tree City U.S.A. award. Indirect fiscal impact for Arbor Day activities
includes approximately ten hours of Parks Program staff time (absorbed by Parks program) and
approximately $520 for four (4) 24"-box trees for the Arbor Day tree planting ceremonies (Account
# 5020-44031).

RESOLUTION OF THE TOWN COUNCIL
OF THE TOWN OF LOS GATOS
PROCLAIMING NATIONAL ARBOR DAY OBSERVANCE
WHEREAS, The Town of Los Gatos recognizes National Arbor Day, Friday April 29, 2005;
WHEREAS, the Town of Los Gatos observes this national tree recognition day;
WHEREAS, The National Arbor Day Foundation in cooperation with the National
Association of State Foresters and the USDA Forest Service establish community forestry standards;
WHEREAS, the Town has established and observes the four National Arbor Day Foundation
standards: a tree board or department, a tree care ordinance, a comprehensive community forestry
program and an Arbor Day observance;
NOW, THEREFORE, IT IS RESOLVED AS FOLLOWS:
The Town of Los Gatos demonstrates a commitment to an effective, ongoing community forestry
program. The Town of Los Gatos renews its commitment to urban forestry efforts.
PASSED AND ADOPTED at a regular meeting of the Town Council of the Town of

Congratulations to Los Gatos on being named as a 2004 Tree City
The trees we plant and care for today will cool and beautify our
communities, increase property values, help clean the air and water,
and conserve energy for years to come.
An effective community forestry program is an ongoing process of
renewal and improvement-a program of tree planting and care that
continues through the years. The Tree City USA award is an excellent
indication that there is a solid foundation for that process of
improvement.
Tree City USA is sponsored in cooperation with the National
Association of State Foresters and the USDA Forest Service. State
foresters are responsible for the presentation of the Tree City USA
flag and other materials. We will forward your awards to Herb Bunt in
your state forester's office. They will be coordinating the
presentation with you. It would be especially appropriate to make the
Tree City USA award a part of your Arbor Day ceremony.
Again, congratulations on receiving this national recognition for
your tree-care program.
