Town Council of the Town. of Los Gatos met in the Council Chambers of the Town of Hall, 110 East Main Street, at 5:45 PM, April 4, 2005, in a Study session. 6:01 PM ROLL CALL All Council Members were present. 6:02 PM ISLAND • Island Annexations ANNEXATIONS a. Discuss policy decision to proceed with County island annexations without protest proceedings as allowed by Government Code Section 56375.3. b. Provide direction to staff whether to proceed with the County J island annexation process or seek additional information. 6:03 PM OPEN/CLOSE VERBAL COMMUNICATION 5:45 PM PRESENTATION Report made by Pamela Jacobs, Assistant Town Manager. Dunia Noel, Neelima Palacheria, local Agency Formation Commission (LAFCO), and Rachel Gibson, Office of Supervisor Don Gage were -J ill present to answer questions. 6:20 PM COUNCIL • Questioned County participation regarding waiving the service fees COMMENT and process costs involved with annexation to the Town. • Clarification of $200,000 for maintenance and repairs to the streets that would be annexed into the Town. • Questioned how the repairs would be integrated into the street improvement plan. • Commented regarding the necessity for the County to take the lead in getting information to residents in the County pockets. LL Town Council Study Session April 18, 2005 Los Gatos, California COUNCIL • Suggested cooperation between County and Town to find COMMENT consistency in the fees for permits. Continued • Commented that a key factor for annexation would be the residents interest in being annexed. • Discussed the importance of communicating annexation information to the residents. Rachel Gibson, Supervisor Don Gage's office • Commented on pursuing County assistance regarding surveyor costs. • Stated that the County is working on commitments to change development standards to conform with surrounding cities Neelima, Palacheria, Local Agency Formation Commission (LAFCO) • Commented on reduction of processing costs. • Commented on the need for joint communication. COUNCIL • Commented on neighborhood compatibility, use of Town services, DISCUSSION and no tax increases to the residents as benefits of annexation. • Commented that County should take the lead to inform regarding the annexation process. • Suggested staff move forward with County to work on consistency _ in land use and development process. J • Suggested not to move forward with an amendment regarding larger L acreage maximum until more information is received from County. Direction was given to bring back additional information from County regarding: • Land use and development and regulations. • Joint communication to residents. • Information regarding street repair costs. • Lowering process costs/providing assistance. 6:54 PM STUDY SESSION ADJOURNED Submitted by: Jackie D.
