SUBJECT: CONSIDER AMENDMENTS TO THE HILLSIDE DEVELOPMENT
STANDARDS & GUIDELINES ARCHITECTURAL REVIEW CRITERIA.
DISCUSSION:
Commissioner Quintana submitted clarification on comments made at the January 20, 2005
Architectural Standards/Hillside Committee meeting (see Attachment 4). Commissioner Quintana
is requesting that the Council consider a focused review of the Hillside Development Standards &
Guidelines (HDS&G). The objective is to review additional sections of the document that can be
clarified to assist staff and the applicant in the planning process. Specific sections in need of
clarification have not been cited. The suggested review would involve reviewing projects approved
prior to and following adoption of the HDS&G.
As stated in the staff report for this item, the HDS&G have not been in use long enough to warrant
a complete evaluation of the effectiveness of the document. However, when a critical issue is
identified by the Planning Commission the matter will be brought to the Council's attention, as was
the case with these changes to the HDS&G. In addition, there are other advanced planning projects
that are of higher priority including completion of the Commercial Design Guidelines, Residential
Design Guidelines and North 40 Specific Plan. It is anticipated that these work items will extend
into the next fiscal year. If the Council would like additional review of the HDS&G, the matter may
be referred to the Architectural Standards/Hillside Committee or it be added to the advanced
planning work plan for fiscal year 2006-07.

I would like to clarify items in the January 20, 2005 minutes of the Architectural
Standards/Hillside Committee.
I did not suggest or recommend that the entire Hillside Development Standards and
Guidelines (HDS&G) be "looked at", nor recommend a "comprehensive review".
My understanding was the AS/HC did not recommending a "comprehensive review", but
rather suggested that in addition to the recornmended amendments to the Architectural
Review Criteria that the Council consider broadening the review at this time.
I request the Council consider a focused review of hillside projects comparing projects
submitted prior to and after the approval of the HDS&G.
The objectives of this review would be to further improve clarity of the document and
improve the efficiency of the application process for both staff and the applicant. A
focused review may identify areas where amendments could further thes objectives.
Ideally, the result would be initial submittals that are consistent with the intent of the
HDS&G. Hopefully, this would also result in a reduction in staff time needs to process a
hillside application, faster processing time for applicants, and a reduction in the number
of hillside projects that are forwarded to the Planning Commission.
