MEETING DATE: 11/1/04 ITEM NO. 6 SUBJECT: ADOPT RESOLUTION APPROVING APPLICATION FOR CALIFORNIA CULTURALAND HISTORICAL ENDOWMENT (CCHE) GRANT FUNDS UNDER THE CALIFORNIA CLEAN WATER, CLEAN AIR, SAFE NEIGHBORHOOD PARKS AND COASTALPROTECTION ACT OF 2002, TO BENEFIT THE LOS GATQS HISTORY PROJECT. RECOMMENDATION: Adopt resolution approving application for $119,724 in grant funding from the California Cultural and Historical Endowmentto benefit"HookedonLos Gatos: the Los Gatos Public Library/Museums ofLos Gatos History Project." BACKGROUND: Library and museum staffhave submitted a grant application for historical and cultural preservation funds from the California Cultural and Historical Endowment. This request is being made in view ofthe library/museum partnership not being granted requested funds from the Institute ofMuseum and Library Services in the same amount, to be used for continuation continuation ofthe history proj ect through calendar year 2006. DISCUSSION: California Cultural and Historical Endowment is a new state agency established in 2002. One ofits goals is to create a competitive grant program to fund public agencies and nonprofit organizations that will share the many stories and narrative events that embrace California's culture and history. The Library Director and Executive Director of the Museums of Los Gatos worked together to quickly write and submit the grant application. Awards will be made in November, 2004. Although the program has something ofan emphasis on historic building preservation and land acquisition, especially as that applies to under represented people, enough ofthe goals ofthe history proj ect met the CCRE priorities to submit the grant application. CONCLUSION: Staffrecommends Council approval ofthe grant application to aid in the funding of the Los Gatos Library/Museum history project through 2006. ENVIRONMENTAL ASSESSMENT: Is not a project defined under CEQA, and no further action is required. FISCAL IMPACT: Ifthe CCHE grant application is approved, "Hooked on Los Gatos: the Los Gatos Library/Museums ofLos Gatos History Project" would receive up to $119,724 in revenues to assist continuance ofthe project through calendar year 2006. RESOLUTION NO. RESOLUTION OF TRE TOWN COUNCIL OF TRE TOWN OF LOS GATOS AUTHORIZING APPLICATION FOR CALIFORNIA CULTURAL AND HISTORICAL ENDOWMENT (CCRE) GRANT FUNDING IN SUPPORT OF "HOOKED ON LOS GATOS: TRE LOS GATOS PUBLIC LIBRARY/MUSEUMS OF LOS GATOS HISTORY PROJECT." WHEREAS, A. The people ofthe State of California have enacted the California Clean Water, Clean Air, Safe Neighborhood Parks, andCoastalProtectionActof2002, which provides funds to the State of California for the California Cultural and Historical Endowment (CCRE) Grant Program and; B. The California Cultural and Historical Endowment (CCRE) has been delegated the responsibility for the administration of the Grant Program, setting up necessary procedures; and C. These procedures require the Grant Applicant to certify by resolution the approval of an application before submission of the application to the California Cultural and Historical Endowment (CCRE); and D. Ifthe Grant Applicant is awarded a grant, the Grant Applicant will enter into a Grant Agreement with the California Cultural and Historical Endowment (CCRE) for the Project. RESOLVED, 1. Council hereby adopts resolution approving the filing of a CCRE Grant Application for the above project to be funded by the California Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Act of 2002 and; 1 2. Council certifies that the Grant Applicanthas or will have sufficient funds to operate and maintain the project, and where applicable, to complete the project; and 3. Council certifies that the Grant Applicant has reviewed, understands and agrees to the General Provisions of the Grant Agreement; and 4. Appoints Debra Figone, Town Manager, as agent to conduct all negotiations, execute and submit all documents including, but not limited to, Applications, Agreements, Payment Requests and so on, which may be necessary for the completion ofthe project.
