Determine which commission positions to consider for appointment on November 1. BACKGROUND: During the past several months, a number of steps have been taken t6 standardize the terms ofTown Boards, Committees, and Commissions (referred to collectively as "commissions") so that all terms of office expire on December 31. This action has a number of benefits including efficiencies resulting from collectively marketing the vacancies and holding interviews in a single meeting. , Written applications for terms beginning January 1,2005 were due October 8. Applications have been received for each of the commissions with vacancies. Interviews for all vacant positions will be held at the October 25th Special Town Council meeting. Interviews will be held by commission in alphabetical order; however, the Planning Commission applicants will be interviewed last. At the end of the interviews, Council will be asked to determine which commission positions to consider for appointment on November 1st • If the Council would like to solicit additional applications for any of the commissions, appointment will be postponed and the Clerk's Office will re-advertise. If this occurs, a schedule will be developed for additional interviews and appointments to those commissions. Four students have applied for the student positions on the Community Services Commission and the Parks Commission. Recommendations from the respective Commissions for the filling of the student positions will be presented to Council in November. CONCLUSION: It is recommended that Council interview the applicants and determine which commission positions to consider for appointment on November 1. "The Parks Commission advises Council on matters pertaining to prihlic parks. trails, grouruls, street trees, and Town beautification". .However, I believe that the parks and beautification interests are often supported by a. handful of individuals in the community who struggle with limited 􀁦􀁵􀁮􀁾 and must rely on passionate volunteers who are willing to "walk an extra. mile" for the enjoyment and pride of these grounds. Beyond advising the Council. the members must be actively involved in tisteninu to the community interests and needs regarding the grounds. and truly enjoy the use ofthese exquisite sites to appreciate and understand how these areas are key to our community and our quality oflife. 2. How many meetings ofthe Commission have you attended? I'm newer to Los Gatos, and will look forward to joining my first meeting shortly. 3. Wby do you want to be a member ofthe Commission? In a. nutshell. a family member member on the other side ofthe USA inspired mel This July, I had a rare and wondetful opportunity to visit upstate NY, and met one ofmy parent's·cousin (Fred Cusimano). Fred is in his 80's. but actively involved in the Parks and Recreation for the State of NY. A 2o-mile tIail has been named after him, and he personally monitors various park site, visitor centers, and picnic grounds to ensure they are being maintained and report required improvemen1s. Because this area is economically challenged. Fred has had to reach out to·get funds approved, solicit fund raising, etc. to ensure these beautiful areas remain available to the community and visitol'S from near and far. Not only is Fred in his 80's, but he also suffers with severe back pain every moment. Yet he gets up each day to ensure the parks he sponsors are being cared for. I had shared with Fred how much I enjoy the parks in our area; specifically the Los Gatos Creek trail. I eh-plained how rye participated in marathon trainings in many of our local parks for organizations such as Team 1n 'training, AIDS Marathon, etc. and learned ofnew trails. etc. Then. Fred, in his feisty and passionate way. asked me what I was doing in the community to make a difference in the parks (vs just enjoying the bountiful beauty of our area). I realized then that I wanted to get further involved in the community, and this recent announcement ofopen positions. was perfect timing to achieve that goat..and to make a difference. 4. Ifappointed What you like to accomplish during the first year as a member of the Commission? First, r d want to get input frOnl the community on their interests and needs, as it relates to the parks and grounds. From that input. rd work with other members to focus on the top 3 community interests to ensure they were being represented. The environmental aspects are very critical as welL r d be very interested in working with other members to detennine what additional efforts could be investigated to further reduce pollution. Beyond projects) overall r d personally like to accomplish ensuring the community is better informed ofthe many wonderfUl parks and recreationally grounds available in our area to be enjoyed (and to be aware/participating in how they can help generations to come enjoy these resources as well). Some trails in the area are basically desolate because of the lack of community awareness of the trails, and/or misconception of how safe and doable these trails are for the entire community. Because ofthis. only a small percentage of the community tmly·enjoys the robust trails in our areas (and only a small percentage volunteer to help further maintain and improve). With improved awareness and appreciation; r d hope that at the end of my four years the commtmity would be better educated on our park offerings and actively involved in expanding and improving them as well. Secondly, most of us are familiar with the traditional downtown San Jose "Christmas In The Parlt' each year. Regardless if it's Christmas or some other holiday, I'd like to see an traditional event (beyond the Strawbexry Festival) take place in Los Gatos each year. .An event that will draw friends/families from the community and surrounding areas, and become a new ttadition for our parks. It may bejust a simple as a yearly planting ofnew trees in areas subject to erosion, but a true community effort that everybody can come out to enjoy, have fun, and make a contribution. How would you connibute as So Commission member to achieving these accomplishments as well as additional Commission projects? In work. or play. it's all about teamwoIk, having common purpose/goal, and raising the bar to go that extra mile. That means listening to the community) reaching out and asking for assistance. and overall being an evangelist for our parks and 'the beautiful grounds in this area. I have strong organizational skills, and would put those skills to use to help manage and drive designated projects. In the 1980's I attended a number of sessions as a member of the Hillside Committee (under Lee Bowman). During the 1990's I focused on building a business and family. In 2000, I became involved with the trailer park project and "traffic calming" in my new neighborhood, for which reasons I attended a number of Council and Commission meetings. This in turn led to enrollment in Leadership Los Gatos (LLG) in October 2003. Since that time I have attended approximately 10 -12 Council meetings and 10 -12 Commission meetings. My summary of thoughts begins and ends with praise and appreciation. As Labor Relations manager for Firestone and Kaiser I arbitrated some thirty cases and also served as an arbitrator. No case was ever "easy" and I made early note that same was true of issues that came before the Commission and the Council. My praise extends to the high competence and wisdom of Council and Commission, and to the preparation and job knowledge of Staff, without exception. I appreciate what they all "bring to the table." Having observed closely over the past year, I want to be a part of that process. I want to help insure the continuation of that excellence. 2. What design or land use experience do you have that would be useful on the Planning Commission? Twenty-five years in Los Gatos watching, reading, listening to pros and con's of Town development. I worked briefly on the Hillside Committee in the '80's with Lee Bowman. Over the past 12 months I have been in close contact with Council, Commission, and Staff and the issues coming before them. I have driven by subject sites to better understand the thinking and decisions of Council and Commission. I have continued involvement with the Trailer Park development. I have worked closely with John Curtiss regarding my neighborhood's traffic calming project. As a member of Leadership Los Gatos, I have have been intimately involved with issues of "development" and "preservation." I have studied the Town budget (Go Prop lA!) and the General Plan. 3. The P.C. meets twice a month and requires a significant amount of homework. How would you describe your philosophy of planning? When I taught or consulted re management in colleges and corporations, I developed the PLaCET model: planning, leading, organizing, controlling, evaluating, and training... all subject to the common thread that bound them all -communications skills. Planning always came first and was regarded as the sine qua non. Planning means preparation which in turn means work. In athletics, in the theater, in management --the success of the project, the quality of the result, the compassion of conduct in the process, are all dependent upon adequate preparation. Next come listening, seeking consensus, and creating full participation in the process. Then and only then comes decision. 5. What do you think is Council's role in planning matters? Please see the attached case study. Council formulates policy and interprets the General Plan ---the Commission does not. Council gives guidance to the Commission when needed and/or requested. It overrules the Commission when necessary or it can remand an issue back to the Commission if there is room (and applicant willingness) for further alteration or modification. Issues of development are first brought by the Public to Town Planners and Staff. As necessary, the issues next go to the Commission. The Council is the final review/decision body available to an applicant unless he or she wishes to take the matter to court. 6. As a member of LLG, I have talked to all of the above at hearings, meetings, class sessions, and socially regarding the role of a Commissioner, the amount of work involved, and what it takes takes -the conduct and commitment -to be successful. Planning Commission Case Study October 4, 2004 What is your initial reaction to the above referenced project? Allow me to make the assumption that the "Design Review Committee" is the "Development Review Committee." I searched Town documents on the web and our Leadership Los Gatos handbook and failed to find a reference to "Design." Given that the Case says it "has the authority to approve a project of this nature," I am guessing the Case is referring to "Development" as that is a review body that in our town has the authority in certain instances to approve a project without Planning Commission involvement. The neighborhood in question is comprised mostly of single-story homes averaging 2,000 sq. ft. The project in question would result in a 3,000 sq. ft. two-story home. On its face, that is "big." And some people, absent responsibility for all people, would simply conclude, "Big is bad." I would need to walk the neighborhood for a better, or rather, visual appreciation of the numbers. If If "average" means all homes are between 1,900 and 2,100 sq. ft., to make an extreme example, then I would have questions regarding the potential "alteration" of the neighborhood's character, even though it was within the allowable F.A.R. Apparently, there are other two-story homes in the neighborhood. I would like to see how tall they are and how they compare to this project's being within two feet of the allowed maximum height. I would like to inspect the land itself. Is the property on a slope or near a ridge? In addition, I would like to experience the "nature" of the 15,000 sq. ft. property, rather than assume it was level and dry and "treeless." Staff could likely answer these questions and concerns, having anticipated them, but I would still like to see it: the assurance of having a visual experience. That would best represent my initial reaction to this project, or possibly any project. But within a heartbeat of trying to see the project in my mind, would come a more pragmatic mental process. I would need to know why the Community Development Director, having deemed the application complete, elected to forward the project to the Planning Commission when, in fact, his or her Committee had the authority to give it final approval. What issues do you feel will need to be further investigated? While not trying to do anything already done by or within the domain of Staff, I would seek the correct way to address my gut reaction to the word "demolish." How old is the house being demolished; i.e., was it built before 1941 (assuming I got the date correct)? What is its history? How much of the house is being demolished? I would like the time and opportunity to review the Demolition Affidavit, if that is appropriate. I would also need to understand the division among the neighbors. The suggestion in the Case is that some neighbors support the project assuming increased property values and others are opposed due to the assumed character altering and privacy altering effect. Whereas these opinions may depend upon how close people live to the project, I would still look forward to reading their letters and hearing them speak. And finally, although I would probably do it privately, I would hope to always have an awareness of and sensitivity for possible "isms." It would be my goal to always be assured that issues of racism, sexism, ageism and all other such maladies never play an illegal or immoral part in the decision making process. What is your position on the delicate balance between property rights and neighborhood input? Let me first answer the question this way... if "position" as used in the question is something of a synonym for "opinion," then I would try not to have one. I don't think my opinion on such a question matters. Rather, I would hope to always correctly interpret the General Plan. I would hope to have the sense to know when to defer to and agree with Staff, and when not to. I would hope to always have the ability to actively listen to the voices and letters of the people affected by and divided by whatever such issue comes before the Commission. One advantage of being a Commissioner is that one does not have to make (nor should he or she make) policy. The job of an appointed Commissioner is to learn the General Plan and apply it as best he or she can. One does not need the Wisdom of Solomon for that, per se. That "joy" remains the exclusive domain of the elected Town Council. I have sat before the Council and the Commission for many sessions over the past year and I am very very clear on this point. Having said that, an ugly house is an ugly house no matter what color it is painted. Can I define "ugly" to the !'lPproval of everyone? No, but having lived in this Town (the most beautiful I have ever lived in) for 25 years, I know it when I see it. However, I also know that when a citizen works diligently and fairly with Staff and complies with Code and Plan then any prejudices I may have must fall by the wayside. It also follows that when a neighborhood unites with one voice, I must listen. In short, I have a great deal to learn. It is not easy to determine "right and wrong" of the cases that come before the Commission.
