BACKGROUND: In 1979, the map for Tract No. 6309 was recorded that created 530 Santa Rosa Drive. When this lot was created, a twenty foot pedestrian and equestrian easement was also created. The trail that the easement was created for was never constructed. The new development by Greenbriar Homes Communities at the northwest comer of Hicks and Shannon Roads (Tract No. 9505 -Shannon Valley Ranch) has been approved to construct a portion oftrail through the new development, and a a realignment of the trail within the property at 530 Santa Rosa Drive is necessary. DISCUSSION: The Shannon Valley Ranch Planned Development (DEV-99-002) of Greenbriar Homes was approved by the Town Council on March 18, 2002 by Ordinance 2097. Since the pedestrian and equestrian trail is being constructed through the new development, the developer is requesting that the existing easement that affects the property at 530 Santa Rosa Drive be vacated. CONCLUSION: Vacating this easement will reduce the encumbrance on the property located at 530 Santa Rosa Drive. The new trail easement will connect the homes on Santa Rosa Drive with the trail system being constructed on the Shannon Valley Ranch proj ect. ENVIRONMENTAL ASSESSMENT: This is not a project defined under CEQA, and no further action is required.
