SESSION Town Attorney, Orry Korb, reported that the Council had met in Closed Session prior to this evening's meeting pursuant to Government Code Section 54957.6 concerning Labor Negotiations
between Town Negotiator and Confidential Employees. Council gave direction. There was no final action taken. Pursuant to Government Code Section 54957 regarding Public Employee Performance
Evaluation for the Town Attorney. Council gave direction. There was no final action taken. 7:04PM CONSENT ITEMS TOWN COUNCIL 1-7 1. Accept Schedule of Public Hearings 2. Ratify payroll

Manager will refer to Community Development. 7:14PM ITEM #8 REFURBISHMENTIREMOVAL OF OAK MEADOW PARK AIRPLANE. (8.33) Staffreport made by John Curtis. Mr. Curtis is seeking Council direction
OAK MEADOW on whether the airplane should be renovated or removed. He spoke on the PARK AIRPLANE. repairs that would be necessary to meet safety standards. He stated that he had spoken
with the Air Force and this airplane is one of only two that are used as play equipment. The Air Force also informed the Town that the airplane would have to be returned to a point of

7:23 PM Ray Davis spoke on the airplane and park dedication fees, and commented on the Town's speaker cards. 7:26 PM Mr. Korb stated that while the first amendment and the Brown Act
allow a person to address the Council without being required to identify themselves, when a person's name is known, nothing prohibits the Mayor from addressing that person by his or
her name. 17:27 PM . Mackie asked Council to do what they can to keep the airplane. 7:28 PM Carter McLaughlin spoke on the airplane and asked about the polyurethane and the cost. 7:30PM
Motion by Mr. Wasserman, seconded Mrs. Decker, to move forward and seek bids and other options to repair the airplane. 7:31 PM COUNCIL AIRPLANE AT OAK MEADOW PARK COMMENTS AND Council

ROBERTS ROAD (continued from 8/2/04). (9.33) BRIDGE Staffreport made by John Curtis. He spoke on the conditions of the bridge and the necessary repairs. He asked for Council direction
and referred to the three options: 1. Limit bridge to bike and pedestrian traffic. 2. Make only the necessary bridge repairs or, 3. Replace the bridge by using VTA funding and/or grants.
He explained that option three would require that the bridge be brought up to State standards which may affect the charm and character of the structure. --_.. 8:00PM ITEM #9 Richard
Both spoke on closing the bridge and stated he would like to see it closed to vehicles. SPEAKERS FOR ROBERTS ROAD BRII)GE 8:00PM Marc Jensen spoke on the safe routes to school plan and
how the bridge is part ofthat route.·He also asked for temporary or permanent side walks on Blossom Hill Road while repairs are being done. 8:02 PM Bob Barrow spoke about the cost ofrepairs
and says he really hasn't seen big changes in the look of the bridge over the years. He would like to see it stay as it is, and suggested diverters for the bridge.

........ 8:05 PM Scott Partridge spoke about the traffic on the bridge and supports closing the bridge to motorists. His
biggest concern is people using the bridge as a shortcut. 8:00PM :1 Ann Lamborn spoke ofliving by the Roberts Road Bridge area for the :1 past 35 years. Ann Lamborn is concerned about
the guardrails being only 1114" high. 8:12 PM Julian Pfieffe spoke about the bridge and the hazards from speed. She spoke on being in favor of closing the bridge to vehicle traffic.

Long Beach and the fact that the Town has received the coveted Helen Putnam Award for the Alive and Loving Life program. Mr. Glickman. also reminded everyone about the importance ofProposition
lA and the affects it will have on local government if this proposition passes. He suggested that we all need to inform our friends and neighbors. �
