Valley-Mission Community College District Renovate and Repair Bond Measure on the November, 2004 ballot. BACKGROUND: The Friends of the West Valley-Mission Community College District
has requested that the Town Council support Measure H, the Renovate and Repair Bond Measure on the November, 2004 ballot. The $235 million bond measure would fund health and safety needs,
expand classrooms, update laboratories, and improve the infrastructure of the West Valley College campus. Many of the buildings on the campus have not been updated in 35 years. None
of the funding will go toward improvements to the football/track and field stadium. DISCUSSION: To determine the impact of Measure H on Los Gatos residents, the Town posed several questions
to the Friends of the West Valley-Mission Community College District. The questions and responses are included in Attachment 2. The responses indicate that Los Gatos residents do attend
West Valley College, that Los Gatos residents can use campus facilities for other purposes, and that the costto Los Gatos propeliy owners will be $14.00 per $100,000 of assessed property

RESOLUTION NO. RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LOS GATOS SUPPORTING MEASURE H THE WEST VALLEYMISSION COMMUNITY COLLEGE DISTRICT RENOVATE AND REPAIR BOND MEASURE ON THE
NOVEMBER, 2004 BALLOT WHEREAS, the West Valley-Mission Community College District (WVMCCD) includes all of the Town ofLos Gatos; and WHEREAS, many residents of Los Gatos have attended
and continue to attend West Valley College and Mission College; and WHEREAS, WVMCCD, provides excellent academic educational opportunities as well as a wealth ofstate-of-the-art vocationaljob
training programs and a broad range of community education courses for seniors, youth and other special populations in our community; and WHEREAS, the California community college system
is the largest system of higher education in the world and is funded lowest of all 50 states; and WHEREAS, WVMCCD has never passed a bond issue while every other community college district
in the SouthBay has passed one or two bond issues in recent years; and WHEREAS, WVMCCD has aging and deteriorating infrastructure, 35 year old portable buildings that exceeded their
life expectancy 25. years ago, leaking classroom ceilings and bathrooms and a variety of other capital improvement and infrastructure repair needs that cannot be financed from the WVMCCD

WHEREAS, the WVMCCD Governing Board has placed a $235 million dollar bond issue on the November ballot for the District's highest priority academic needs. THEREFORE BE IT RESOLVED, that

MEASURE H, WEST VALLEY-MISSION COMMUNITY COLLEGE DISTRICT RENOVATE AND REPAIR BOND MEASURE FOR NOVEMBER, 2004 BALLOT QUESTIONS RELATED TO LOS GATOS 1. How many Los Gatos Residents are
currently enrolled in West Valley College? 899 students, which is roughly 8.7% of total enrollment. 2. How Accessible are West Valley facilities to Los Gatos residents not currently
enrolled in West Valley classes? The grounds, track and tennis courts are available to the public for walking, running, and playing tennis. The . meeting facilities are frequently used
by community organizations, by special arrangement. Montalvo uses the parking lots for shuttle service to their performing arts series. Two events sponsored by the Saratoga Rotary are
held annually and are open to the public, the Saratoga Rotary Art Show and the Building Bridges cultural event. 3. How many Los Gatos High School and Leigh High School graduates are
enrolled in West Valley this year? Ten from Los Gatos High and 45 from Leigh High. 4. What are the advantages of having a community college in Los Gatos' "backyard"? The benefits are
numerous. West Valley has a strong Community Education program, for students wanting to take classes for life enrichment and not necessarily for credits. Many of the students come back
for career enhancement and retraining, especially when the economy takes a downward turn. College bound High school students can receive a first-class education for the first two years
of college at reduced tuition rates and enjoy transfer partnerships with many public and private universities and colleges. Junior and senior High School students are able to concurrently
enroll in advanced classes to augment their studies. The Physical Education Department offers classes to help residents stay fit, improve their skills or learn a new sport. Community
events, like the ones mentioned above, are always open to the general public. The numerous facilities are available by special arrangement for nominal fees to community and private organizations
for meetings and special events. The grounds are maintained and kept beautiful for everyone's enjoyment, and many people use our facilities for strolling and walking their dogs. 5. What
will Bond Measure H cost Los Gatos residents? The cost to Los Gatos property-owning residents will be $14.00 per $100,000 of assessed property value. ATTACHMENT 2
