FIGONE, TOWN MANAGER MEETING DATE: 10/4/04 ITEM NO. 1 SUBJECT: ADOPT RESOLUTION PROCLAIMING OCTOBER 2004 AS DOMESTIC VIOLENCE AWARENESS MONTH RECOMMENDATION: Adopt resolution proclaiming October 2004 as Domestic Violence Awareness Month. BACKGROUND: October is nationally recognized as Domestic Violence Awareness Month. The cities, towns and the county of Santa Clara are considered leaders in the state for proactive education, prevention and accountability for domestic violence. Each year for the last seven years, elected officials, law enforcement, advocacy agencies and social service workers have joined together in partnership for the Annual Walk to End Domestic Violence, domestic violence conferences and symposiums, and media campaigns to shed light on one ofAmerica's best kept secrets. DISCUSSION: Domestic violence is an escalating pattern of abuse where one partner in an intimate relationship controls the other through force, intimidation, or the threat ofviolence. It affects many facets ofour community, and does not discriminate based on socio-economic status, religion or ethnicity. ill2003, in this county alone, twenty-one people lost their lives to domestic violence related homicides and suicides; seven of them were children. ill the final analysis, all of these cases had one common thread. Someone knew abuse was occurring, but did not say anything. The Domestic Violence Council of Santa Clara County has adopted the "Speak Up, Save Lives" slogan to raise awareness in our communities and encourage all people to come forward if they know someone is in danger ofabuse. The DVC also encourages cities, towns and the county to provide support that will reduce domestic violence and ensure the safety and peace ofmind for all families in our communities.
