FIGONE, TO\VN MANAGER/EX' C IVE DIRECTOR DO\VNTO\VN STREETSCAPE AND GATEWAY IMPROVEMENTS ADOPT RESOLUTION AUTHORIZING STAFF TO FILE AN APPLICATION FOR FEDERAL SURFACE TRANSPORTAnON PROGRAM (STP) FOR TRANSPORTATION FOR LIVEABLE COMMUNITIES' (TLC) GRANTS OFFER BY THE METROPOLITAN TRANSPORTAnON COMMISSION RECOMMENDATION: Adopt resolution authorizing staffto file an application for Federal Surface Transportation Program (STP) Transportation for Liveable Communities (TLC) grants offered by the Metropolitan Transportation Commission (MTC) , BACKGROUND: The (MTC) allocates (STP) funds toward transportation infrastructure capital project improvements under the (TLC) grant fund program. The key objectives of this grant program is to create and enhance pedestrian, bicycle, and transit friendly environments through improvements such as streetscape streetscape designs, increasing of modes of transportation access to a downtown core, and to act as a catalyst to stimulate local economic development. A call for projects has been announced for the fiscal year 2005-06, with applications due July 16, 2004. Timeliness to complete projects by 2006 is one of the scoring criteria. This is a competitive grant program with grant amounts ranging from $500,000 to $3 million per project and a 11.5% minimum match requirement. These projects are: 1-DowntownStreetscape pr9ject, Phase Two, for Main Street and 􀀲􀁾 Gateway improvement Project at Santa Cruz Avenue and Wood Road and Highway 9 and an intersection improvement project at University Avenue and Highway 9. The Streetscape project for MainStreetis plannecifor completion during 2006, with funding limited to $600,000, which is both for streetscape and street resurfacing; The ciesign ofthe Gateway at Wood ,Road will get underway this year, but funding for construction of the Gateways has Jiot yet been identified. Obtaining this funding will enable the To\Vn/Agency to· complete the Gatew'ay construction during 2006 along with the Main Street Streetscape. Additional funding for Streetscape will enable the Town/Agency to upgrade Main Street with all streetscape 􀁣􀁯􀁭􀁰􀁯􀁮􀁥􀁮􀁴􀁾 including lighting, as well as sidewalk and bulb-outs as planned. Currently, the Streetscape budget for Main Street is limited to new sidewalks and a new roadway. Because improvements proposed for the Santa Cruz/Highway 9 intersection will have a mutual impact with the intersection at Santa Cruz/University. staff proposes that both intersections he included in this funding request. The estimated cost to construct the Gateways at Santa Cruz Avenue and Highway 9 is $1 ;200.000 anci the cost for construction of the Gateway at Sant1;\, Cruz Avenue and Wood Road is $500.000, The cost for intersection improvements at University Avenue and Highway 9 is$600,000. For additional streetscape improvements to Main Street, therey!sed estimate is $800,000. Currently the Streetscape budget for Main Street is limited to $600,OqO. Staff proposes to utilize $600.000 as the the grant's local match, exceeding the matching requirement with a 24% match, double the requirement. Therefore, the total estimated cost for all projects is estimated at $2.5 million \vith a $600,000 match; the request for funding will be $1.9 million. CONCLUSION: Staff recommends that Council approve the Resolution authorizing staff to file an application for federal surface transportation funds for liveable community programs. ENVIRONMENTAL ASSESSMENTS: Is not a project defined under CEQA, and no further action is required. PAGE 3 MAYOR AND TOWN COUNCIL/CHAIR AND MEMBERS OF THE REDEVELOPMENT AGENCY SUBJECT: DOWNTOWN STREETSCAPE AND GATEWAY IMPROVEMENTS JUNE 17,2004 FISCAL IMPACT: Funding is available to partially complete the Streetscape Project for Main Street -sidev,:alks and bulb-outs but not for new lighting. No funding has been identified for the Gateway construction, If the TLC grant is awarded, the project will be of a higher quality and will inel ude the two Gate\vay's construction. If not awarded the grant funds, the Streetscape Project will be completed on Main Street without new lighting, and the Gateway Project construction will be delayed until funding is identified. The Town!Agency will need to provide matching funds. To do that $600,000 is currently available for downtow'n street construction from bond funding. Attachment: Resolution authorizing staff to file an application for federal surface transportation funds RESOLUTION RESOLUTION OF THE TOWN COUNCIL AND REDEVELOPMENT AGENCY BOARD OF THE TOWN OF LOS GATOS AUTHORIZING THE FILING OF AN APPLICATION FOR FEDERAL SURFACE TRANSPORTATION FUNDS THROUGH THE METROPOLITAN TRANSPORTATION COMMISSION'S TRANSPORTATION FOR LIVEABLE COMMUNITIES PROGRAM FOR THE DOWNTOWN STREETSCAPE AND GAlEWAY IMPROVEMENTS AND COMMITTING THE NECESSARY LOCAL MATCH FOR THE PROJECTS AND STATING THE ASSURANCE OF THE TOWN OF LOS GATOS AND REDEVELOPMENT AGENCY TO COMPLETE THEPROJECT WHEREAS, the Transportation Equity Act for the 21 st Century (TEA 21) (Public Law 105178, June 9, 1998) and the TEA 21 Restoration Act (Public Law 105-206, July 22, 1998) continue the Surface Transportation Program, 􀁴􀁨􀁾 Congestion Mitigation and Air Quality Improvement Program and the Enhancements Activities Program; and WHEREAS, pursuant to TEA 21, and the regulations promulgated thereunder. eligible project sponsors wishing to receive federal transportation grants for a project shall submit an application first with the the appropriate metropolitan transportation planning organization (MPO) for revievv ::md consideration in the MPO's Transportation Improvement Program (TIP); and WHEREAS, the Metropolitan Transportation Commission is the San Francisco Bay Areas' MPO; and WHEREAS, the Town of Los Gatos/Redevelopment Agency is an eligible project sponsor for federal transportation funds; and WHEREAS, the Town of Los Gatos/Redevelopment Agency wishes to receive federal transportation funds through MTC's Transportation for Liveable Communities (TLC) Program' s capital grants for the Downtown Streetscape and Gateway Improvement Project. WHEREAS, MTC requires a resolution stating the following: 1) the commitment of necessary local matching funds of at least 11.5%; and 2) that the sponsor understands that the federal funding through the TLC program is fixed at the programmed amount, and therefore a cost increase cannot be expected to be funded through the TLC program; and 3) the assurance of the sponsor to complete the project as described in the application. and if approved, as programmed in MTC's TIP; and 4) that the sponsor understands that funds must be obligated by June 30, 2006 for TLC capital projects, or the project may be removed from the program. NOW, THEREFORE, BE IN RESOLVED by the Town Council/Redevelopment Agency Board that the Town ofLos Gatos/Redevelopment Agency is authorized to proceed \vith the federalaid process with Caltrans for TLC funding in the amount of ($ 1,900,000) for the Dov,:ntown Streetscape and Gateway Improvements; and BE IT FURTHER RESOLVED that the Town Council/Redevelopment Agency Board by adopting this resolution hereby states that: 1) the Town ofLos Gatos/Redevelopment Agency will provide ($ 600,000) in local matching funds; and 2) the Town ofLos Gatos/Redevelopment Agency understands that the TLC Program funding for thepfoject is fixed at 􀁾􀀤 1,900,000) and that any cost increases must be funded by the Town ofLo'sGatos/Redevelopment Agency froni local matching funds, and that the TOWI1 of Los Galos/Redevelopment Agency does not expect any cost increases to be funded through the TLC program; and 3) the Downtown Streetscape and Gateway Improvements will be built as described in this resolution and a submitted application, application, and if approved for the amount shown in the Metropolitan Transportation Commission (MTC) Transportation Improvement Program (TIP) with obligation occurring within the time frame established below; and . 4) The program funds will be 'obligated by June 30, 2005 for TLC capital projects, BE IT FURTHER RESOLVED that a copy of this resolution will be transmitted to MTC.
