ONASSESSMENTAND ANALYSIS OF PUBLIC SEWER SYSTEM OPERATION AND MANAGEMENT Attached is a consultant report prepared by Brown and Caldwell for the West Valley Sanitation District and the
Town of Los Gatos. The report was prepared as part ofan evaluation ofthe current arrangement whereby the Town performs routine maintenance ofthe wastewater collection system and the
District provides all other collection system services. The report summarizes the current level and cost of services provided by the Town and the District and identifies potential additional
services and costs associatedwith the anticipated Sanitary Sewer Management Plan required by the San Francisco Bay Regional Water Quality Control Board and pending CMOM (Capacity, Management,
Operations, and Maintenance) requirements from the US Environmental Protection Agency. The Town and District received the final report orr Friday, April 9th, and the District presented
it to the Board at its April 14th meeting. Staff has not completed its review of the report; however, we wanted to share the report with Council at this time since the District Board
has received the report. Staff will complete the review of the report, and strive to bring forward an analysis and recommendations to the Council regarding the current agreement with
the District prior to the end of the fiscal year when the contract with the District expires. It is highly likely that a contract extension with the District will be required as we proceed
with our analysis regarding the pending decision. At the Council meettng, Council member Joe Pirzynski, representative to the District Board, may provide verbal comments about the presentation
