AND ANNUAL OBSERVANCE RECOMMENDATION: Adopt resolution (Attachment One) for National Arbor Day proclamation and annual observance. BACKGROUND: The annually observes National
Arbor Day with a tree planting ceremony. Recognition of National Arbor Day is also a requirementfor the "Tree City USA" award. The Town has received the "Tree City U.S.A." award twenty-three
(23) years in a row from the National Arbor Day Foundation. The "Tree City U.S.A." Program is sponsored by The National Arbor Day Foundation in cooperation with the National Association
ofState Foresters and$eDepartment ofForestry. The Town was notified ofreceiving this national recognition on February 27,2004. (Attachment Two). DISCUSSION: The Town's commitment to
preserve and enhance our urban forest is evidenced by the Town's continued support of the following specific standards: Adoption and enforcement of a tree ordinance; a comprehensive
Urban Forestry ProWam; annual observance ofArbor Day; and, have a legal tree governing body, the Parks Commission. Los Gatos has a ·strong commitment to preserving and expanding its

April 30,2004, on National Arbor Day. Tree planting ceremonies will take place at Oak Meadow Park at 12:00 Noon with musical entertainment performed by the Los Gatos MonteSereno Pipe
and Drum Band. Employees, Town Council Members, and residents are invited to attend the ceremonies. ENVIRONMENTAL ASSESSMENTS: Is not a project defined under CEQA, and no further action
is required. FISCAL IMPACT: No fiscal impact for the Tree City U.S.A. award. Indirect fiscal impact for Arbor Day activities includes approximately ten hours of Parks Program staff time
(absorbed by Parks program) and approximately $300 for ten trees for Arbor Day tree planting ceremonies. (Account No. 5020-61613). Attachment: 1. Resolution for "National Arbor

.RESOLUTION RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LOS GATOS PROCLAIMING NATIONAL ARBOR DAY OBSERVANCE WHEREAS, The Town ofLos Gatos recognizes National Arbor Day, Friday April
30, 2004; WHEREAS, the Town ofLos Gatos observes this national tree recognition day; WHEREAS, The National Arbor Day Foundation in cooperation with the National Association ofState Foresters
and theUSDAForest Service establish communityforestry standards; WHEREAS, the Town has established and observes the four National ArborDayFoundation standards: a tree board or department,
a tree care ordinance, a comprehensive community forestry program and an Arbor Day observance; NOW, THEREFORE, IT IS RESOLVED AS FOLLOWS: The Town ofLos Gatos demonstrates a commitment
