(CIP Project No. 831-4007) BACKGROUND: Parks and Public Works staff are working on design plans for improvements to the Oak Meadow Bandstand. The project was proposed by the Los Gatos Community Foundation (LGCF) and is funded from State park grant funds as first documented in the adopted Fiscal Year (FY) 2021/22 Capital Improvement Program. The bandstand was placed in the park in 1993 following a fundraising effort by the LGCF. Since that time, it has been used for concerts and community events. The area around the bandstand cannot support growth of grass or other vegetation due to the foot traffic generated in the area. The proposed project would result in the placement of concrete around the bandstand and extending into the lawn space. This would stabilize the area and provide for a small event area. The scope of work would include modifications to the irrigation system and planting additional trees adjacent to the proposed concrete. With nine reservable picnic areas, bocce courts, a playground, the Billy Jones Railroad and a carousel, Oak Meadow Park is the most heavily used park in the Los Gatos Park system. Between January 1, 2021 and August 1, 2022, a total of 846 paid reservations were made for PAGE 2 OF 3 SUBJECT: Accept the Design Update and Provide Feedback Regarding Improvements to the Oak Meadow Park Bandstand (CIP Project No. 831-4007) DATE: October 18, 2022 BACKGROUND (continued): the picnic areas serving an estimated 30,900 park users. While users can come from anywhere, data suggest most of the reservations are for Los Gatos residents. DISCUSSION: Staff presented this project to the Parks Commission in August 2022. As a result of their feedback, the size of the concrete area was reduced with the new proposed footprint being less than 5,000 square feet which reduces the need for extensive stormwater management measures. In October 2022, the Parks Commission reviewed the updated project and voted in support of the project moving into the next phase of design. At the meeting, the Commission also recommended that staff increase the number of trees proposed as part of this project and that attention be paid to the interface between the grass and concrete to prevent the development of tripping hazards. The Commission voted unanimously in support of the proposed project with a request that staff provide one more opportunity for their review. The concept plan is shown in Attachment 1. Staff conducted a community survey to collect information about the current use of the park and the improvements to the bandstand (see Attachment 2). The survey was available from September 1, 2022 to September 19, 2022. A link was posted via Town social media, the Town website, flyers in the park and along the Los Gatos Creek Trail near the park, and was directly emailed to 7,680 addresses on file with the Parks Reservation System and local event organizers. A total of 623 responses were received, 63% of which were from residents of Los Gatos. Overall, respondents were supportive of the improvements and expressed interest in seeing more events at this space. Many respondents had attended events at the bandstand like the Fourth of July, Screen on the Green, and Music Concerts and expressed interest in attending more events like these if they were offered in Oak Meadow Park. CONCLUSION AND NEXT STEPS: Based on work completed to date, staff looks forward to the Town Council’s feedback on the proposed project. The next step is to prepare construction documents. COORDINATION: This memo has been coordinated with the Town Attorney, Finance Department, and Town Manager’s Office. Staff continues to coordinate with the Los Gatos Community Foundation on this effort. FISCAL IMPACT: There is sufficient funding in the FY 2022/23 CIP Budget for the Oak Meadow Bandstand Area Improvements Project as displayed in the fiscal table. ENVIRONMENTAL ASSESSMENT: This is a project as defined under CEQA but is Categorically Exempt (Section15301c). A Notice of Exemption has been filed. Attachments: 1.
