Main Street Los Gatos, CA 95030 ● 408-354-6832 www.losgatosca.gov TOWN OF LOS GATOS COUNCIL AGENDA REPORT MEETING DATE: 05/17/2022 ITEM NO: 1 DRAFT Minutes of the Town Council Meeting May 3, 2022 The Town Council of the Town of Los Gatos conducted a regular meeting utilizing teleconference and electronic means consistent with Government Code Section 54953, as Amended by Assembly Bill 361, in response to the state of emergency relating to COVID-19 and enabling teleconferencing accommodations by suspending or waiving specified provisions in the Ralph M. Brown Act (Government Code § 54950 et seq.) and Town of Los Gatos Resolution 2021-044 on Tuesday, May 3, 2022 at 7:00 p.m. MEETING CALLED TO ORDER AT 7:00 P.M. ROLL CALL Present: Mayor Rob Rennie, Vice Mayor Maria Ristow, Council Member Mary Badame, Council Member Matthew Hudes, Council Member Marico Sayoc (all participating remotely). Absent: None PRESENTATIONS Mayor Rennie presented proclamations honoring Building Safety Month, National Public Works Week, and Municipal Clerks Week. COUNCIL/TOWN MANAGER REPORTS Council Matters - Council Member Sayoc stated she attended the Housing Element Advisory Board (HEAB) meeting with Vice Mayor Ristow, and the Santa Clara County Hate Prevention and Inclusion Task Force meeting; and announced May is Mental Health Awareness Month and CalCities Peninsula Division will host an event for local elected officials in San Mateo and Santa Clara Counties on Governor Newsom’s CARE Court on May 18th. - Council Member Badame stated she attended the HEAB meeting, Finance Commission, and Planning Commission meetings as an observer. - Council Member Hudes stated he attended the Senior Service Committee Arc Bar Reception, Senior Service Workplan Sub-Committee meeting, and Finance Commission meetings. - Vice Mayor Ristow stated she attended the Senior Service Committee Arc Bar Reception, Poetry Reading Contest, Spring Into Green event, and filled in for Mayor Rennie for an Arbor Day tree planting at Mulberry School with Parks and Public Works staff; volunteered at the Chamber Wine Walk; and met with members of the Terraces with Mayor Rennie. Manager Matters - Announced Adult Commissioner recruitment is underway; the application period closes on May 27 at 4:00 p.m. Interviews are scheduled for June 7, 2022. - Announced Youth Commission recruitment is underway; the application period closes on May 6 at 4:00 p.m. Interviews are scheduled for May 16, 2022. - Announced May is Historic Preservation Month and Affordable Housing Month. - Announced National Police Week is May 15 - 21. Adopt a Resolution Reaffirming Resolution 2021-044 Regarding Brown Act Compliance and Teleconferencing and Making Findings Pursuant to Government Code Section 54953, as Amended by Assembly Bill 361, During the COVID -19 Pandemic. RESOLUTION 2022-021 3. Appoint Vice Mayor Ristow to the Senior Service Committee to Replace Mayor Rennie. 4. Adopt an Ordinance Amending Chapter 15 (Motor Vehicles and Traffic), Article I and Article IV, Division I of the Town Code Regarding Parking Meter Zones. ORDINANCE 2332 5. Adopt an Ordinance Amending Chapter 18, Article III, Entitled Minors and Related to Social Host Liability for Parties at Which Underage Drinking and Drug Use Occurs. ORDINANCE 2330 6. Adoption of an Ordinance Amending Chapter 29 of the Los Gatos Town Code Regulating Tree Protection. ORDINANCE 2331 7. Authorize the Town Manager to Execute a Second Amendment to an Agreement for Consultant Services with Walter Levison Arborist for Two Months. 8. Adopt a Resolution to Adopt a List of Projects for Fiscal Year 2022/23 Funded by the State Senate Bill 1, the Road Repair and Accountability Act of 2017. RESOLUTION 2022-022 10. Adopt a Resolution Declaring Hazardous Vegetation (Brush) a Public Nuisance, Ordering Abatement, and Setting June 21, 2022 as a Public Hearing to Consider Objections to the Proposed Removal of Brush. RESOLUTION 2022-023 11. Authorize the Town Manager to Execute a First Amendment to the Agreement with the County of Santa Clara for the Countywide Household Hazardous Waste Collection Program. VERBAL COMMUNICATIONS Joanne Rodgers - Commented in opposition of allowing cannabis dispensaries in Town. Jeffrey Suzuki - Requested Council consider a land acknowledgement of indigenous populations. OTHER BUSINESS 16. Receive the Results of the Community Survey and Provide any Direction to Staff. Arn Andrews, Assistant Town Manager, presented the staff report. Opened public comment. Randi Chen, Chamber of Commerce - Commented on the survey results and requested if an aggregate of the survey results could be provided for better clarity. Catherine Somers, Chamber of Commerce Executive Director - Commented on communication and economic opportunities and the survey results. Closed public comment.
