BACKGROUND: The Town of Los Gatos currently has 13 Boards, Commissions, and Committees (hereafter Commissions) which act in various advisory and regulatory roles to the Town Council. Seven of the Town’s Commissions serve specific functions with respect to land use, proposed new development, historic preservation, building appeals, finance, or personnel matters. Six of the Commissions provide valuable insight into a variety of quality of life issues affecting Town residents. These Commissions are the Arts and Culture Commission, Community Health and Senior Services Commission, Library Board, Parks Commission, Complete Streets and Transportation Commission, and Youth Commission. Los Gatos has had a Commission dedicated to Community Services since at least 1988. The Community and Senior Service Commission (CSSC) of the Town of Los Gatos was established in 2011 by Resolution which amended the prior Community Services Commission enabling resolution. The primary change was the explicit inclusion of Senior Services to the Commission’s mandate. Among the primary mandates of the former Community Services Commission was the review and recommendation of federal Community Development Block Grants (CDBG) funds to local non-profit agencies each year. PAGE 2 OF 2 SUBJECT: Community Health and Senior Service Goals DATE: February 22, 2021 BACKGROUND (continued): Until FY 2011/12, community grants were administered by the Town of Los Gatos Community Services Department which was dissolved that same year. At that time, administration of the community grant program was moved to the Town Manager’s Office and CDBG funds were diverted to the County of Santa Clara’s Housing and Community Development Advisory Committee for distribution. The Town’s community grant program transitioned into an annual General Fund supported program with grant recommendations and grantee monitoring provided by the Town’s Arts and Culture Commission and the Community and Senior Services Commission (CSSC). On May 5, 2020, the Town Council adopted Resolution 2020-012 (Attachment 1) amending the Community and Senior Services Commission enabling Resolution. The resolution amendments deleted several duties and functions which had become obsolete similar to the aforementioned CDBG supervision. In addition, the resolution established the new mandate of public health which aligned with the existing work and purview of the Commission. This change recognized that many of the grant recipients the Commission oversees are in public health service provision. This recommendation also provided Commission alignment with the Public Health Element of the Town’s General Plan where previously there was none. As such, the Commission was newly named the Community Health and Senior Service Commission (CHSSC). DISCUSSION: The Community Health and Senior Services Commission advises the Town Council on issues concerning the health and senior service needs of residents. It also maintains collaborative relationships with public and private agencies supporting programs in those fields. In addition, the Commission provides support to the annual Community Human Services Grant Program and assists in developing grant recommendations to the Council. Recent accomplishments of the Commission included the continued monitoring and development of Age-Friendly goals for the Town and quarterly participation with the Los Gatos service Providers forum. Commission goals for 2020/21 (Attachment 2) include development of an Annual Community Health and Resource Faire and expanding efforts to support digital inclusivity for seniors. CONCLUSION: The Study Session provides an opportunity for the Town Council to provide additional guidance to the Community Health and Senior Service Commission. Attachments: 1.
