Adopt a Resolution Authorizing Applications for Grant Funds to the California Department of Resources Recycling and Recovery (CalRecycle) and b. Authorize the Town Manager to Negotiate and Execute Future Grant Agreements with CalRecycle RECOMMENDATION: Staff recommends that the Town Council authorize the following actions: a. Adopt a resolution (Attachment 1) authorizing applications for grant funds to CalRecycle; and b. Authorize the Town Manager to negotiate and execute future grant agreements with CalRecycle. BACKGROUND: CalRecycle offers a recycled rubber grant program to eligible local agencies such as the Town of Los Gatos. The purpose of the grant is to promote markets for rubberized construction products with crumb rubber derived from waste tires. The program is designed to encourage first-time or limited users of rubberized pavement and other materials in several project solutions, especially related to pavement treatments. In January 2021 CalRecycle issued the Notice of Funding Availability for Fiscal Year 2020-21, with a grant application deadline of February 22. This grant cycle offers a total of $4,387,000 Statewide with a maximum award amount of $250,000 per agency. PAGE 2 OF 2 SUBJECT: CalRecycle Grant Application DATE: February 24, 2021 DISCUSSION: The Town’s Street Repair and Resurfacing Project (CIP No. 811-9901) is a recurring annual project for street maintenance and rehabilitation activities throughout the Town to enhance safety for all travel modes and maintain the roadway infrastructure. Earlier this year, the Town Council approved the Street List for the FY 2020/21 Street Repair and Resurfacing Project, approved the Plans and Specifications, and authorized advertising the project for bid. The focus of this year’s project will be on preventive maintenance through rubberized cape seal, slurry seal, and crack seal treatments of project locations identified in the approved list. This year’s project includes approximately 115,000 square yards of rubberized cape seal, which is eligible under the CalRecycle grant program. Staff estimates that next year’s Street Repair and Resurfacing Project will have a similar quantity of rubberized cape seal. The grant’s eligibility period is from March 2021 to April 2023, which aligns with two years of street repair and resurfacing work. Staff prepared a grant application seeking $230,000 in this program to be used for construction of approximately 230,000 square yards of rubberized chip seal. CONCLUSION: Applications were due on February 22, 2021, with award recommendations anticipated in March. Staff submitted a contingent application for an amount of $230,000, subject to Council authorization. The attached resolution authorizes submittal of applications to all CalRecycle grants for which the Town is eligible for up to five years. COORDINATION: This report was coordinated with CalRecycle staff. FISCAL IMPACT: There is no fiscal impact as a result of the recommended action. There are no local match fund requirements for the rubber chip seal grant. Staff will continue to seek grant opportunities that leverage local funds to the fullest extent possible. ENVIRONMENTAL ASSESSMENT: Submitting a grant application is not a project defined under CEQA, and no further action is required. Attachment: 1.
