DECEMBER 12, 2018
The Planning Commission of the Town of Los Gatos conducted a Regular Meeting on
Wednesday, December 12, 2018, at 7:00 p.m.
MEETING CALLED TO ORDER AT 7:00 P.M.
ROLL CALL
Present: Vice Chair Matthew Hudes, Commissioner Mary Badame, Commissioner Kendra Burch,
Commissioner Melanie Hanssen, Commissioner Kathryn Janoff, and Commissioner Tom

PLEDGE OF ALLEGIANCE
Commissioner O’Donnell led the Pledge of Allegiance. The audience was invited to participate.
SUBCOMMITTEE REPORTS/COMMISSION MATTERS
General Plan Update Advisory Committee (GPAC)
Commissioner Hanssen
- GPAC met 12/11/18; considered goals to complete the General Plan update and identified
issues needing to be addressed in that timeframe.
Conceptual Development Advisory Committee
Commissioner O’Donnell
- CDAC met 12/12/18; considered one item:
o Property across the street from the North Forty.
Commission Matters
Commissioner Burch
- The GPAC is actively looking for the involvement of anyone who likes to do business in the
Town and advised anyone who wants to be involved to check the Town’s website.

MOTION: Motion by Commissioner Badame to approve adoption of the Consent
Calendar. Seconded by Commissioner O’Donnell.
VOTE: Motion passed unanimously

Requesting approval for construction of an addition to an existing second story of a pre-
1941 single-family residence on property zoned R-1:8.
Community Development Director Paulson indicated there had been inadvertent inaccuracies
in the applicant’s noticing of the hearing date that was sent to neighbors as well as on a sign
at the site, and stated that if the Commission believed this caused undue confusion and
wished to continue the item to the meeting of January 9, 2019, the applicants would accept
that.
Commissioners discussed the matter.

Tony Jeans
- They do not want any confusion resulting in members of the public not being able to
attend the public hearing and give input, and then perhaps appealing it to the Town
Council, so their wish is to continue the hearing to a date certain of January 9, 2019,
although they are agreeable to the date of January 23, 2019.
John Fox
- He is the neighbor at 9 Peralta Avenue opposing the project. He requested that if the
hearing is postponed it be to the meeting of January 23, 2019 so that he could attend.
Lee Quintana
- She does not object to the hearing being postponed, but she would not be able to attend a
hearing on January 9, 2019, and she would like to speak.
Closed Public Comment.
MOTION: Motion by Commissioner O’Donnell to continue the public hearing for 11
Peralta Avenue to January 23, 2019. Seconded by Commissioner
Badame.
VOTE: Motion passed unanimously.
5. 14320 Arnerich Road

Requesting approval for demolition of an existing single-family residence, construction

Conditional Use Permit for agricultural farming activities greater than 3,000 square feet
on property zoned HR-20.

Philip Ohriner
- Their family decided to build their farm as a holistic endeavor designed to conserve and
regenerate the beauty, biodiversity, and robust ecology of a piece of Los Gatos hillside. The
property they have chosen is rural, and of all the properties they considered, this one is
best suited for creating a regenerative and sustainable ecosystem that could help others
gain skills for living in resiliency. They have met with their neighbors many times and they
are excited to be part of what they hope to build.
Gary Kohlsaat
- He is the architect, and this is one of the most challenging properties he has worked on due
to its many constraints: two trace faults cross midway through the property, a large swath
of a potential landslide area runs down the western part of the property, and a lot of the
slope is over 30 percent. There were very few locations on which to locate the house, and
the spot they have chosen is appropriate, because it preserves the oak trees that can be
used as screening; gives a view into the Santa Clara Valley; and is centrally located on the
property, which is helpful to the owners who will be working all over the property with
their farming.

MOTION: Motion by Commissioner Burch to approve an Architecture and Site
Application and Conditional Use Permit for 14320 Arnerich Road.
Seconded by Commissioner O’Donnell.
VOTE: Motion passed unanimously.
OTHER BUSINESS
6. Report from the Director of Community Development
Joel Paulson, Director of Community Development
• Town Council met 12/4/28; introduced a portion of the Fence Ordinance regulations,
which will go back to the Town Council for a second reading.
