Draft Mins 12.09.15ITEM NO: 1 DRAFT MINUTES OF THE PLANNING COMMISSION MEETING DECEMBER 9, 2015 The Planning Commission of the Town of Los Gatos conducted a Regular Meeting on Wednesday, December 9, 2015, at 7:00 pm. MEETING CALLED TO ORDER Vice Chair Badame called the meeting to order at 7:00 pm. ROLL CALL Present: Vice Chair Mary Badame, Commissioner Charles Erekson, Commissioner Melanie Hanssen, Commissioner D. Michael Kane, Commissioner Tom O’Donnell, and Commissioner Joanne Talesfore Absent: Chair Kendra Burch PLEDGE OF ALLEGIANCE Commissioner Talesfore led the Pledge of Allegiance. The audience was invited to participate. WRITTEN COMMUNICATIONS Desk Item for Item 6. REQUESTED CONTINUANCES – ITEMS 2, 3, 4 and 5 MOTION: Motion by Commissioner Kane to continue the public hearings for Item 2, 15371 Santella Court (Lot 8); Item 3, 15343 Santella Court (Lot 7); Item 4, 15358 Santella Court (Lot 10); and Item 5, 15415 Santella Drive (Lot 13) to February 24, 2016 pending Council consideration on view analysis. Seconded by Commissioner Talesfore. Commission members asked questions of staff. VOTE: Motion passed 6-0. CONSENT CALENDAR 1. Approval of Minutes – None Page 2 of 3 Planning Commission Minutes December 9, 2015 CONTINUED PUBLIC HEARINGS None. NEW PUBLIC HEARINGS 6. 15735 Camino Del Cerro Architecture and Site Application S-15-063 APN 523-24-001 Property Owner: JB Cahoon Applicant: Tony Jeans Project Planner: Marni Moseley Requesting approval to demolish an existing single-family residence and construct a new single-family residence on property zoned R-1:8. Vice Chair Badame opened the public hearing. Marni Moseley, Associate Planner, presented the staff report. Commission members asked questions of staff. Tony Jeans - Commented that the house is larger by 1,100 square feet from the neighboring homes, however, the lot size is two to three times the size of neighboring lots, putting the house size in context. The house is single-story and low profile and less massive than two-story homes behind. In looking at the development intensity of the neighborhood, they are putting 4,000 square feet of house on an area where all the immediate neighborhood is showing about 8,000 square feet. Commission members asked questions of Mr. Jeans. Sharon Goldal - Commented that she lives on the other side of the proposed project site. Her main concern is the large protected eucalyptus tree with the large canopy, which contributes to the Ross Creek riparian environment. If the tree must be removed, she asks the Commission to ensure the ordinance is followed in terms of replacing the canopy. She is concerned that proposed replacement trees are fruit and screening trees that will not provide the canopy the old trees did. Commission members asked questions of Ms. Goldal. Dave Haserot - Commented that he also lives directly behind the proposed project site and is also concerned about the eucalyptus tree being removed, because it provides shade and privacy and is part of his view. If the eucalyptus is removed, he’d like to see a redwood or similar sized tree as a replacement. The design of the home is elegant, with a size that matches the large size of the lot. Tony Jeans - Commented that the owner is concerned about eucalyptus branches falling in his children’s play area, but they plan to replace the it with redwoods, as requested by neighbors. The proposed house is large, but still 300-400 square feet under the allowable FAR. Commission members asked questions of Mr. Jeans. Vice Chair Badame closed the public input portion of the hearing and returned to the Commission for deliberation. Commission members discussed the matter. MOTION: Motion by Commissioner Kane to continue the public hearing for 15735 Camino Del Cerro to the January 27, 2016 meeting, with direction given by the Commission. Seconded by Commissioner Talesfore. Commission members discussed the matter. VOTE: Motion passed 4-2, with Commissioners O’Donnell and Erekson opposing. NEW OTHER BUSINESS 7.
