Main Street Los Gatos, CA 95030 ● 408-354-6832 www.losgatosca.gov TOWN OF LOS GATOS PLANNING COMMISSION REPORT MEETING DATE: 12/12/2018 ITEM NO: 1 DRAFT MINUTES OF THE PLANNING COMMISSION MEETING NOVEMBER 14, 2018 The Planning Commission of the Town of Los Gatos conducted a Regular Meeting on Wednesday, November 14, 2018, at 7:00 p.m. MEETING CALLED TO ORDER AT 7:00 P.M. ROLL CALL Present: Vice Chair Matthew Hudes, Commissioner Mary Badame, Commissioner Kendra Burch, Commissioner Melanie Hanssen, Commissioner Kathryn Janoff, and Commissioner Tom O’Donnell Absent: None. PLEDGE OF ALLEGIANCE Commissioner Burch led the Pledge of Allegiance. The audience was invited to participate. SUBCOMMITTEE REPORTS/COMMISSION MATTERS Planning Commission Commissioner O’Donnell - Planning Commission met jointly with Town Council on November 6, 2018 regarding 25 W. Main Street. The architects were present and requested Council and Commission feedback after appearing before the Historic Preservation Committee. The two meetings were advisory only; there has been no application filed. General Plan Advisory Committee Commissioner Hanssen - General Plan Advisory Committee (GPAC) met for the first time on October 30, 2018, with Commissioners Hanssen, Janoff, and Burch attending as members of the GPAC, to regarding the update to the General Plan for the 2040 time period. Commissioner Hanssen was named Chair, with Commissioner Janoff as Vice Chair. GPAC discussed input from the October 17, 2018 community workshop on issues and opportunities for the Town. Approval of Minutes – October 24, 2018 2. 248 Jared Lane Architecture and Site Application S-16-054 APN 532-34-071 Property Owner/Applicant: Sam Pan Project Planner: Sean Mullin Requesting approval for construction of a new single-family residence and removal of large protected trees on vacant property zoned HR-1. Continued from April 11, 2018, May 23, 208, June 27, 2018, and September 26, 2018. The applicant has requested the public hearing for 248 Jared Lane be continued to the meeting of December 12, 2018. MOTION: Motion by Commissioner O’Donnell to approve adoption of the Consent Calendar. Seconded by Commissioner Badame. VOTE: Motion passed unanimously PUBLIC HEARINGS 3. 14331 and 14341 Browns Lane Subdivision Application M-18-005 Variance Application V-18-001 APNs 409-14-035 and 409-14-036 Property Owners: ZDE Holdings, Inc. and Kowitz Family Trust 1. Applicant: Michael Kowitz. Project Planner: Sean Mullin. Requesting approval of a variance for the subdivision of one lot into two lots on property zoned R-1:8. Sean Mullin, Associate Planner, presented the staff report. Opened Public Comment. Michael Kowitz - He has worked with the Town Attorney and planning staff for two years to solve a 35 year old problem. The inheritors received the judicial partition but failed to follow through on the requirements of the California Map Act. He asked if the Notice of Violation the Town was forced to put on both properties could be rescinded if the Planning Commission follows through with the recommendation and affirms the recommendation of staff? Commissioners discussed the matter. MOTION: Motion by Commissioner O’Donnell to approve a variance for the subdivision of one lot into two lots for 14331 and 14341 Browns Lane. Seconded by Commissioner Burch. VOTE: Motion passed unanimously. OTHER BUSINESS 4. Report from the Director of Community Development Joel Paulson, Director of Community Development • The next General Plan Advisory Committee meeting will occur on December 11, 2018. • The Planning Commission’s last meeting of the year will occur on December 12, 2018. • Town Council met on 11/6/18; reappointed Commissioner Hanssen to the Planning Commission, appointed Reza Tavana to the Planning Commission, reappointed Bob Cowan to the Historic Preservation Committee; and reappointed Todd Jarvis to the General Plan Committee.
