A: Based off the trip generation rates published in the Institute of Transportation Engineers' (ITE) manual, the project would have a net increase of 95 average daily trips. This number includes 8 additional trips during AM peak hours and 10 additional trips during PM peak hours. Q: Does this project trigger traffic impact mitigation fees to be paid to the Town? A: Yes -The net increase of 95 average daily trips (ADT) results in a traffic impact mitigation fee of $88,350.00 ($930 per new trip per the Town's Fee Schedule) which is required to be paid prior to issuance of building permits per Condition of Approval 55 . Q: Does this project trigger the ne~d for a traffic study? A: No -A traffic study is not required since the project is anticipated to generate less than 20 new peak hour trips, as specified in the Town's Traffic Impact Policy. Q: Is there an existing roadway easement connecting the property to Cerro Vista Court? A : Yes -An existing roadway easement on 15955 Cerro Vista-Court grants roadway access from Cerro Vista Court to the property in question (Book 311 of Maps, Page 381). A: Yes-The Town's C.3 Compliance Peer Review Consultant concluded after reviewing the preliminary plans, dated 5/21/12, that the site design measures and source control measures identified in the C.3 Data Form are appropriate for the project, and acceptable if they are shown on the plans and/or specified in conditions of approval. The treatment measures selected are appropriate and sized correctly, but their design may need to be adjusted pending the re sults of the infiltration feasibility analysis, and more details need to be provided . There are many significant concerns our family and neighbors have about this proposal. Traffic safety is one of the concerns. As it is, there is a 3 way stop sign at the top of Longmeadow. Once people start their cars down t _he hill into the neighborhood, they pick up speed and are not mindful of the children/ pets/ and neighbors that are out and about in the neighborhood. Increased traffic into the neighborhood including many large trucks and construction workers brings more traffic, danger to neighbors, and pollution concerns . Over development is the next concern. My grandparents moved to quaint Los Gatos in the 1940's. At that time development was low and there was open space galore. Views of the beautiful hillsides were abundant. Sadly over the years these hillsides are being wasted with large homes turning our once small town into more of a city. Surrey Farms and its charming hillsides are the reason we moved into this neighborhood. The wildlife is abundant, the hillsides are beautiful, the neighborhood is quiet, and we are not overcome with light pollution at night. Why does our town insist on giving into developers and getting rid of the natural beauty that our town once encompassed? Stop the overdevelopment and keep the hillsides, keep the charm, keep the homes for our wildlife. living in this neighborhood below hills causes flooding under our homes. Developing more homes in the hillside will only contribute to this problem. Home structures and foundation are at risk for those of us living at the bottom of these hillsides . We already experience standing water under our homes during the rainy seasons which is a danger to the structure of the homes. Please do not add to this problem. Our town is becoming very crowded and our schools are busting at the seams. We cannot accommodate more homes and more families in our neighborhoods. I was a teacher at Fisher Middle school 13 years ago. At that point, Fisher was already concerned with the size of the school and the amount of students they were serving. Classroom sizes were growing which is unfair to the students and their potential for learning. I cannot imagine now 13 years later how large these classrooms are, how our teachers can reach each student, and how we can provide all of them with a decent learning experience. This is unfair to students, teachers, and the school district. More homes means more people in the town which means more traffic. What used to take 3 minutes just to drive to a grocery store now takes 7 minutes. What used to be an empty town on the weekends now has turned into a traffic nightmare. Why would you even consider adding more traffic to our already horrendous traffic problem? We are over populating and our small town does not have the bandwidth to deal with increased traffic. Please don't be money hungry. Please do not be swayed by developers. Please keep the charm of our once quaint town. Please do not develop more into our once vast green hillsides. Please do not allow large homes to take up our hillsides and pollute our neighborhood with their lights and noise. Our low neighborhood already has noise issues as it is with the echos that travel from the existing hillsides. Please do not diminish the wildlife population in our town. Please listen to your senses and not the pocketbook of the town. Thank you for your consideration of rejecting the proposal that will ruin our neighborhood. There are a number of concerns we wish to address and to be taken under advisement before deciding what to do about this proposal. • First and foremost, safety is our biggest concern . The prim~ry entrance to our neighborhood is via a three-way stop on Kennedy Road . Unfortunately, many drivers do not see the necessity to actually abide by the STOP sign, rolling through and gaining excessive speed upon entering our neighborhood due to the slope of the road. The biggest culprits happen to be service providers and construction workers who are unfamiliar with the roadway and seem mindless to the children and pets who are often playing and walking along Longmeadow Drive . Embarking on a new development will not only exacerbate an already concerning safety issue, by exponentially increasing the number of construction/service vehicles during a construction phase, but also increase the traffic flow based on the needs of the new residents who will require service related support, i.e. landscapers, pool maintenance, house keeping, child care providers, etc. • Infrastructure -Over the past couple of years, we have seen an unbelievable increase in traffic, in Los Gatos. During certain months of the year, making it nearly impossible to not only access our main thoroughfares, but make it virtually impossible to visit our downtown area. Our schools are at capacity and are being challenged not only by this proposal but also by the likes of the North 40 proposal, as well. • Security -We were the unfortunate victims of a home invasion, last September. The perpetrators broke into our home and stole priceless family heirlooms, that we will never be able to replace. When the LGPD responded, the officer in charge commented that with all of the activity, i.e. construction, etc., our neighborhood is more exposed to outside influences that threaten our safety and security. Approving this development will cause even greater exposure to an already concerning issue . • Compromising our Environment -This proposed development will compromise an already threatened environment. We have experienced more draught years than not, as of late. Adding more housing will put an additional burden on an already threatened water supply. In addition, the local wild life will be pushed forther a field, threatening their ability to survive in our Los Gatos foothills. • Fire Safety -How does our local Los Gatos Fire Department and Cal Fire propose to address the added burden of yet another development in the Los Gatos foothills? As our eco system continues to show signs of global warming, and our water supplies are burdened, are you willing to take on the responsibility of jeopardizing our first responders further than they already are? • Turning a town into a Metropolis ... really? -The Los Gatos planning department opposes "chain" retailers/restaurants as it takes away from the charm and warmth of our small town feel, so how do you justify the continued addition of big home developments?· While I can go on and on, I believe we make our concerns known by addressing our most pressing issues. We love our neighborhood. We feel blessed each and every day that we were able to raise our now grown children in Surrey Farms . We love our town. We fear that over development will redefine what Los Gatos is, who we are as a community, and what we stand for ... PLEASE think long and hard before making a decision . Think about how and where you raised your children ... where you wish to raise your grandchildren. What defines a neighborhood to you? If this was your neighborhood, would you want all of this disruption, congestion and long-term impact? We hope you truly take thought.
